HSE Manager – Offshore Wind Project

Job Summary

We are looking for an experienced HSE Manager to lead Health, Safety and Environmental activities for a major offshore wind project.

The successful candidate will provide HSE leadership across project execution, marine/offshore operations, fabrication, construction, installation and commissioning activities while working closely with project teams, contractors, clients and international stakeholders.

Key Responsibilities

  • Lead and implement the project's Health, Safety and Environmental management plan, procedures and requirements.
  • Provide HSE leadership across offshore wind, marine, fabrication, construction, installation and commissioning activities.
  • Develop and review HSE plans, Risk Assessments, Safe Work Procedures, Method Statements and Permit-to-Work documentation.
  • Conduct site inspections, HSE audits, safety observations and compliance reviews.
  • Manage and monitor Permit-to-Work (PTW) activities for high-risk operations.
  • Oversee HSE requirements for lifting operations, work at height, marine operations, electrical works, confined spaces and heavy equipment activities.
  • Monitor contractor and subcontractor HSE performance and ensure compliance with project requirements.
  • Lead incident and near-miss investigations, root-cause analysis and corrective/preventive actions.
  • Conduct and coordinate toolbox meetings, safety inductions and HSE awareness programmes.
  • Support emergency response planning, drills and crisis-management activities.
  • Monitor HSE performance indicators and prepare regular reports for project management and client stakeholders.
  • Coordinate HSE matters with project teams, contractors, vessel/marine teams, fabrication yards, clients and other stakeholders.
  • Support HSE activities during offshore installation, testing and commissioning.
  • Participate in project and contractor HSE meetings and ensure actions are properly followed through.
  • Ensure compliance with applicable Singapore WSH requirements, project standards and international HSE practices.
  • Promote a strong safety culture and drive continuous improvement across the project.

Requirements

  • Diploma or Bachelor's Degree in Workplace Safety & Health, Engineering, Environmental Health & Safety or a related discipline.
  • Significant experience in HSE management within offshore wind, offshore energy, marine, oil & gas, EPC or major engineering projects.
  • Previous experience in an HSE Manager, HSE Lead, Safety Manager or equivalent leadership position.
  • Strong understanding of offshore and marine HSE risks and controls.
  • Experience managing HSE requirements for construction, fabrication, offshore installation and commissioning activities.
  • Strong knowledge of Permit-to-Work, Risk Assessment, LOTO, lifting operations, work at height, confined-space and marine safety requirements.
  • Experience managing contractor and subcontractor HSE performance.
  • Strong incident investigation and root-cause-analysis experience.
  • Familiarity with relevant Singapore WSH requirements and international HSE standards.
  • Relevant HSE/WSH qualifications or certifications would be advantageous.
  • Strong leadership, stakeholder-management and communication skills.
  • Proficiency in Mandarin is required to communicate effectively on HSE and technical matters with Mandarin-speaking project stakeholders, contractors and suppliers involved in the project.
  • Good command of English for project documentation, reporting and communication with international stakeholders.
