HSE Site Officer – HV Substation / Electrical Projects

Job Summary

We are looking for an experienced HSE Site Officer to support Health, Safety and Environmental activities for HV substation and electrical infrastructure projects in Singapore.

The successful candidate will be responsible for maintaining a safe working environment, conducting site inspections, supporting Permit-to-Work activities and ensuring contractors and project teams comply with applicable safety requirements throughout project execution.

Key Responsibilities

  • Implement and monitor HSE requirements for HV substation and electrical project sites.
  • Conduct regular site safety inspections, audits and workplace observations.
  • Monitor high-risk activities including electrical works, lifting operations, work at height, excavation and equipment installation.
  • Support and monitor Permit-to-Work (PTW) activities and ensure required safety controls are implemented before work begins.
  • Conduct toolbox meetings, safety briefings and HSE inductions for employees and contractors.
  • Ensure contractors and subcontractors comply with project HSE requirements, safe work procedures and risk assessments.
  • Review Risk Assessments (RA), Safe Work Procedures (SWP), Method Statements and Permit-to-Work documentation.
  • Monitor safety requirements during HV equipment installation, testing, commissioning and energisation activities.
  • Identify unsafe acts and conditions and ensure appropriate corrective actions are implemented.
  • Support incident, near-miss and safety observation reporting and investigations.
  • Maintain HSE documentation, inspection records, statistics and site safety reports.
  • Coordinate with Project Managers, Site Managers, Engineers, contractors and customer representatives on HSE matters.
  • Support emergency preparedness, drills and response procedures.
  • Ensure appropriate PPE and safety equipment are available and correctly used.
  • Promote a strong safety culture across the project site.
  • Ensure compliance with applicable Singapore Workplace Safety and Health requirements and project-specific HSE procedures.

Requirements

  • Diploma or relevant qualification in Workplace Safety & Health, Engineering, Environmental Health & Safety or a related discipline.
  • Relevant experience as an HSE Officer, Safety Officer, WSH Coordinator or Site Safety professional.
  • Experience supporting HV substations, electrical infrastructure, power transmission & distribution, utilities or major engineering/construction projects is strongly preferred.
  • Good understanding of electrical safety and HV site hazards.
  • Familiar with Permit-to-Work, Risk Assessment, Safe Work Procedures, LOTO and electrical isolation requirements.
  • Experience monitoring contractors and subcontractors on active construction/project sites.
  • Familiarity with safety requirements for lifting, working at height, confined spaces and electrical works.
  • Good understanding of Singapore Workplace Safety and Health practices and regulations.
  • Strong communication skills with the ability to engage site personnel, contractors and project stakeholders.
  • Able to work independently in a site-based environment.
