Lead E&ICA Engineer – Power Plant / Waste-to-Energy

Job Summary

We are looking for an experienced Lead E&ICA Engineer to lead Electrical, Instrumentation, Control and Automation activities for a major power generation / Waste-to-Energy project in Singapore.

The successful candidate will have strong experience in DCS, SCADA, PLC, instrumentation and control systems, with hands-on involvement across engineering, construction, FAT/SAT, commissioning and plant start-up.

Key Responsibilities

  • Lead E&ICA / Control & Instrumentation engineering and commissioning activities for the project.
  • Coordinate installation, testing and commissioning of DCS, SCADA, PLC and field instrumentation systems.
  • Review P&IDs, control philosophies, cause & effect diagrams, logic diagrams, loop diagrams and instrument datasheets.
  • Coordinate I/O checks, loop checks, functional testing, interlock testing and sequence testing.
  • Support configuration, testing and troubleshooting of plant control and automation systems.
  • Coordinate integration of field instruments and packaged equipment with the plant DCS/SCADA system.
  • Support instrumentation systems including pressure, temperature, flow, level and analytical instrumentation.
  • Coordinate specialist systems such as CEMS and SWAS where applicable.
  • Review vendor engineering documents and coordinate technical interfaces with OEMs and package vendors.
  • Lead and participate in FAT, SAT, pre-commissioning and commissioning activities.
  • Support plant start-up, performance testing and troubleshooting.
  • Coordinate with Electrical, Mechanical, Process, Construction and Commissioning teams.
  • Manage contractors and subcontractors carrying out E&ICA installation and commissioning works.
  • Review technical queries, engineering changes and site modifications.
  • Support HAZOP, LOPA and SIL-related activities where applicable.
  • Ensure control and instrumentation systems comply with project specifications and applicable standards.
  • Maintain commissioning records, punch lists and system handover documentation.
  • Coordinate final turnover of E&ICA systems to the operations team.

Requirements

  • Diploma or Bachelor's Degree in Electrical, Electronics, Instrumentation, Control, Automation Engineering or related discipline.
  • Significant experience in E&ICA, Control & Instrumentation or Automation engineering.
  • Experience within power plants, Waste-to-Energy, process plants, utilities or major industrial facilities is highly preferred.
  • Strong experience with DCS, SCADA and PLC systems.
  • Hands-on knowledge of instrumentation, I/O testing, loop checking, functional testing and commissioning.
  • Experience with major control platforms such as ABB, Yokogawa, Emerson, Siemens, Honeywell or similar.
  • Able to interpret P&IDs, control philosophies, cause & effect, logic diagrams and loop drawings.
  • Experience with FAT, SAT, pre-commissioning, commissioning and plant start-up.
  • Familiarity with CEMS, SWAS, HAZOP, LOPA and SIL would be advantageous.
  • Strong troubleshooting and multidisciplinary coordination capabilities.
  • Previous experience leading engineers, contractors or commissioning teams is advantageous.
