Job Scope
Contract Review
- Review, draft and negotiate routine to moderately complex agreements, including service agreements, procurement contracts, MOUs, NDAs, variation agreements, data-sharing agreements and related documents.
- Prepare contract mark-ups, issue lists, negotiation comments and practical recommendations.
- Review proposed departures from HPB's approved templates and contractual positions
- Identify legal, contractual and operational risks and recommend appropriate mitigation measures
- Escalate novel, high-risk or precedent-setting issues to the Deputy Director, Legal.
Legal Advisory Support
- Conduct legal and regulatory research.
- Prepare legal notes, briefing papers and stakeholder communications.
- Support responses to internal business units and external counterparties.
- Maintain adequate records of legal advice, recommendations and approved positions.
Procurement Support
- Review procurement-related contractual documents and conditions of contract.
- Support quotations, tenders and procurement exercises from a legal and administrative perspective.
- Coordinate clarification requests and responses with Procurement and stakeholders
- Support review of contract variations, extensions, novations, assignments, termination issues and contract management matters.
- Maintain procurement records and documentation as required.
Panel Law Firm Tender Administration
- Coordinate the end-to-end administration of panel law firm tender exercises.
- Maintain procurement timelines, workplans and action trackers.
- Prepare, collate and maintain procurement documentation.
- Coordinate tender briefings, clarification responses and addenda
- Arrange and coordinate evaluation meetings and related logistics.
- Consolidate evaluation comments and supporting documentation.
- Prepare draft evaluation reports, approval papers and related submissions.
- Maintain complete, accurate and auditable procurement records.
- Support contract award, appointment and onboarding activities.
Matter Management
- Maintain legal matter trackers and status reports.
- Monitor deadlines, milestones and follow-up actions.
- Maintain records of approved positions, contractual departures and pending actions.
- Support monthly and ad hoc reporting requirements.
Document Management
- Maintain legal templates, precedents and knowledge resources.
- Manage document organisation, filing and version control.
- Maintain contract repositories and related records.
- Support contract execution and document management processes.
Meeting and Stakeholder Coordination
- Coordinate meetings with internal and external stakeholders.
- Prepare meeting materials and supporting documentation where required.
- Track and follow up on agreed action items.
- Facilitate communication between Legal, Procurement, Finance and business units.
Reporting Submission
- Progress updates on assigned matters.
- Procurement and tender status updates.
- Matter tracker reports.
- Outstanding action lists.
- Service reports, when instructed.
Requirements:
- Possess a recognised law degree from a Commonwealth jurisdiction.
- Possess at least 1 year of post qualification experience involving data protection, data-sharing arrangements, intellectual property or technology-related contracting.
- Demonstrated relevant working experience in commercial agreement management, contract administration, procurement support, project coordination or related legal operational support functions preferred.
- Relevant experience in the public sector environment including ministries, organs of state or statutory boards, will be advantageous.
- In general, be capable of serving as the primary day-to-day point of contact for the Legal function, ensuring continuity of legal operations, contract management, procurement support, matter administration and stakeholder engagement where required, (which includes periods of the Deputy Director, Legal's absence). The candidate shall be able to manage ongoing matters, triage incoming requests, coordinate stakeholders, maintain appropriate records and audit trails, and escalate material, novel or high-risk matters appropriately.
- Demonstrate experience in reviewing, drafting and negotiating commercial agreements, including service agreements, Non-Disclosure Agreements, procurement-related contracts and other operational agreements.
- Demonstrate strong oral and written communication skills, stakeholder management capabilities and the ability to communicate effectively with both legal and non-legal stakeholders.
- Be able to manage multiple concurrent matters, prioritise competing deadlines, work independently with minimal supervision, and exercise sound judgement in identifying matters requiring escalation.
- Be able to coordinate end-to-end administrative activities for procurement exercises, including maintaining trackers, coordinating meetings, managing timelines, consolidating evaluation documentation and maintaining audit-ready records.
- Possess proficiency in Microsoft Office applications, including Microsoft Word (particularly Track Changes and document comparison), Excel, PowerPoint, Outlook and Microsoft Teams.
- Demonstrate strong organisational skills, attention to detail and the ability to maintain complete and accurate records, reports and documentation.
Additional:
- Contract Period: 1 Dec 2026 – 31 Mar 22028 with an option to extend for 2 years
- Working Hours: Monday to Thursday – 8.30am to 6pm and Friday – 8.30am to 5.30pm
