MigrantWell Singapore (MWS), an initiative by the SBF Foundation and Donors Khoo Teck Puat and Ng Teng Fong Estates, is dedicated to enhancing migrant workers' health and well-being in Singapore. SBF Foundation acts as the Secretariat to MWS, which oversees MWS's operations and aligns its programmes with its mission to address healthcare gaps and promote better outcomes for the migrant worker community and its employers in Singapore.
Job role
The Finance & Administration Manager is responsible for the management and execution of finance, accounting, governance support, and administrative functions for MigrantWell Singapore.
This includes financial reporting and controls, budgeting and forecasting, audit coordination, procurement support, and governance administration. The role also serves as the finance liaison for banking matters, administrative aspects of investment-related processes, and external stakeholders including auditors and regulators.
The ideal candidate will be someone who takes initiative, exercises sound judgement, proactively anticipates stakeholder needs, and can thrive with minimal supervision in a small and fast-moving team.
Key responsibilities
1. Financial Management, Audit & Reporting
- Oversee the full set of accounts for MigrantWell Singapore, ensuring timely quarter-end and year-end closing processes.
- Monitor cashflow positions and support recommendations on short-term placement of excess funds in accordance with internal policies.
- Lead annual budgeting processes and monitor actual performance against budget.
- Reconcile donation records and ensure accurate tracking and submission for tax-deductible receipts to donors.
- Ensure compliance with the Code of Governance for Charities and Institutions of a Public Character (IPC), Charities Act, relevant accounting standards, and governing documents.
- Liaise with external auditors, bookkeepers and relevant governing bodies to ensure statutory requirements are met.
- Implement audit recommendations and maintain or enhance financial procedures.
- Provide financial review and guidance for procurement to ensure compliance with internal controls.
- Support documentation and administrative coordination with banks for investment-related processes.
- Maintain and continuously improve financial and corporate policies and standard operating procedures.
2. Governance & Board Support
- Liaise with Corporate Secretarial service providers on ACRA filings, board appointments, resolutions, and statutory updates.
- Coordinate Audit Committee and Board meetings, including preparation of agendas, board papers, Notes of Meetings (NOMs), and tracking of follow-up actions.
3. Administration & Other Duties
- Support general administrative functions as required to ensure smooth corporate operations.
- Develop and update finance manuals, governance documentation, and internal handbooks.
- Provide operational, finance, and governance support across SBF Foundation.
- Undertake any other duties as assigned by the Head, Corporate Services.
Job Requirements
- Degree in Accounting, Finance, or related discipline with relevant professional experience.
- Experienced in the social sector and familiar with Charities Accounting Standards
- Excellent analytical ability and advanced proficiency in Microsoft Excel
- Highly meticulous with a strong eye for detail and commitment to accuracy in financial reporting.
- Strong proficiency in English, both written and verbal.
- Experience in grant management would be an advantage.
- Organised, responsible, and able to work independently in a lean and fast-paced environment with a positive learning attitude.
