The posting

Job Scope: 1. Finance and Operational Oversight

  • Supervise and coordinate finance and operational activities for assigned programmes and workstreams.
  • Oversee end-to-end payment processing, including receipt of grant, payment instructions, preparation, approval, payment and reconciliation.
  • Monitor workload, service timelines and operational requirements to ensure timely and accurate delivery.
  • Provide guidance to team members on complex, exceptional or non-standard cases.
  • Support other operational and administrative requirements as assigned.

2. Financial Controls

  • Perform supervisory reviews and checks payment processing, reconciliations and financial records.
  • Ensure transactions are properly supported, accurately recorded and processed in accordance with established procedures.
  • Review exceptions and deviations and escalate issues where necessary.

3. Fund Utilisation and Financial Monitoring

  • Oversee utilisation of funds across assigned programmes, beneficiaries, divisions, projects or funding categories, where applicable.
  • Monitor available balances, committed expenditure and utilisation against approved funding limits.
  • Support financial tracking and monitoring requirements.

4. Reconciliation and Exception Management

  • Oversee periodic reconciliation between operational systems, financial systems and relevant financial records.
  • Review significant discrepancies, rejected transactions, duplicate entries and incomplete transactions.
  • Guide team members in investigating and resolving reconciliation differences.
  • Coordinate with relevant stakeholders on rectification and follow-up actions.

5. Reporting and Management Information

  • Review periodic financial and operational reports, including payment status, fund utilisation, outstanding items and available balances.
  • Provide information required for management, operational and programme reporting.
  • Highlight significant delays, financial risks, reconciliation issues and emerging operational concerns.
  • Support ad-hoc reporting and analysis as required.

6. Stakeholder Coordination

  • Coordinate audit matters and review responses to audit queries and reviews.
  • Liaise with relevant internal and external stakeholders to resolve operational, payment and financial matters.
  • Coordinate follow-up on outstanding actions and matters requiring management attention.
  • Support implementation and operationalisation of new initiatives or workstreams where required.

7. Process and Operational Support

  • Support the development, implementation and refinement of finance and operational processes.
  • Identify recurring issues, operational gaps and opportunities to improve controls and efficiency.
  • Support documentation of workflows, working instructions and reconciliation procedures.
  • Assist with audit queries, reviews and other operational requirements.
  • Undertake other related finance, administrative and operational duties as assigned.

The duties above are indicative and may be adjusted according to operational requirements. The officer may be deployed across programmes, initiatives and workstreams and will be expected to undertake other related duties in support of the operational needs.

Requirements

  • Experience – At least 1–2 years of relevant experience in finance operations, payment processing, administration or operational support. Experience in staff supervision or coordination of operational workstreams.
  • Good understanding of financial controls, reporting skills, payment workflows and reconciliation processes.
  • Strong analytical, problem-solving and stakeholder management skills.
  • Proficient in Microsoft Excel and comfortable working with financial systems.
  • Able to manage multiple tasks and priorities systematically.
  • Attention to detail and ability to follow established procedures.
