Mechanical QA/QC Manager – Power Plant / Energy Projects

Job Summary

We are looking for an experienced Mechanical QA/QC Manager to lead quality assurance and quality control activities for major power plant, Waste-to-Energy and industrial energy projects in Singapore.

The successful candidate will oversee mechanical quality activities across construction, installation, testing, commissioning and handover, ensuring all works comply with approved specifications, procedures and applicable standards.

Key Responsibilities

  • Lead and manage QA/QC activities for mechanical works throughout project execution.
  • Develop, implement and maintain the Project Quality Plan (PQP), Inspection & Test Plans (ITPs), procedures and quality documentation.
  • Manage quality inspections for piping, mechanical equipment, rotating equipment, static equipment and associated systems.
  • Inspect installation of piping systems, pumps, compressors, tanks, vessels, valves and mechanical packages.
  • Review mechanical drawings, P&IDs, isometrics, specifications, method statements and inspection requirements.
  • Manage and monitor welding activities, including WPS/PQR, welder qualifications and weld inspection documentation.
  • Coordinate NDT activities and review inspection/test results.
  • Oversee piping inspection activities including material verification, fit-up, welding, hydrotesting, flushing, reinstatement and system completion.
  • Coordinate and witness FAT, SAT, pressure testing and mechanical testing activities where required.
  • Manage NCRs, punch lists, corrective/preventive actions and root-cause investigations.
  • Conduct site quality inspections, surveillance and quality audits.
  • Monitor contractor and subcontractor quality performance.
  • Coordinate with Engineering, Construction, Commissioning, HSE, vendors and third-party inspectors.
  • Ensure mechanical works comply with approved drawings, specifications and applicable codes and standards.
  • Review material certificates, inspection reports and vendor quality documentation.
  • Support mechanical system walkdowns and mechanical completion, pre-commissioning and handover activities.
  • Manage quality dossiers, turnover packages and final project documentation.
  • Lead Mechanical QA/QC Engineers and Inspectors as required.

Requirements

  • Diploma or Bachelor's Degree in Mechanical Engineering or a related discipline.
  • Significant experience in Mechanical QA/QC within major engineering, construction or EPC projects.
  • Previous experience as a QA/QC Manager, Lead QA/QC Engineer or senior mechanical quality professional.
  • Experience within power plants, Waste-to-Energy, process plants, petrochemical, utilities or major industrial projects is highly preferred.
  • Strong knowledge of piping, welding, mechanical equipment and construction quality requirements.
  • Good understanding of P&IDs, piping isometrics and mechanical engineering documentation.
  • Experience with PQP, ITP, NCR, CAPA, RCA, inspection and quality-audit processes.
  • Familiarity with WPS, PQR, welder qualifications and NDT requirements.
  • Experience with hydrotesting, flushing, reinstatement, mechanical completion and turnover.
  • Familiarity with applicable standards such as ASME, API and AWS is advantageous.
  • Relevant welding/NDT inspection certifications such as CSWIP, AWS-CWI, API or ASNT would be advantageous.
  • Strong leadership, documentation and stakeholder-management skills.
  • Able to work independently in a site-based project environment.
