Mechanical / Piping QA/QC Engineer – Power Plant / Energy Projects

Job Summary
We are looking for an experienced Mechanical / Piping QA/QC Engineer to support quality assurance and quality control activities for major power plant, Waste-to-Energy and industrial energy projects in Singapore.
The successful candidate will be responsible for inspections, piping quality documentation, welding/NDT coordination, testing and system completion activities throughout construction, pre-commissioning and handover.
Key Responsibilities
- Perform QA/QC inspections for mechanical and piping works throughout project execution.
- Implement and maintain Inspection & Test Plans (ITPs), inspection procedures and quality documentation.
- Inspect piping fabrication, installation, fit-up, welding and mechanical equipment installation.
- Review P&IDs, piping isometrics, piping layouts, specifications and approved construction drawings.
- Verify piping materials, valves, fittings, flanges and associated components against approved specifications.
- Monitor welding activities, including WPS/PQR compliance, welder qualifications and welding records.
- Coordinate and witness NDT activities including RT, UT, MT and PT where applicable.
- Prepare, review and maintain weld maps, inspection records and piping quality documentation.
- Raise and coordinate Inspection Requests with contractors, clients and third-party inspectors.
- Support preparation and review of piping test packs and verify test boundaries.
- Witness hydrostatic/pneumatic testing, flushing, cleaning, reinstatement and leak testing.
- Conduct piping walkdowns and identify punch-list items and non-conforming works.
- Raise and support closure of NCRs, corrective actions and quality observations.
- Coordinate with Engineering, Construction, Commissioning, HSE, vendors and subcontractors.
- Support mechanical completion and pre-commissioning activities.
- Verify completion of piping systems prior to turnover to the commissioning team.
- Maintain inspection reports, material records, test reports and quality documentation.
- Support preparation of quality dossiers, turnover packages and final handover documentation.
- Ensure works comply with project specifications, approved procedures and applicable codes and standards.
Requirements
- Diploma or Bachelor's Degree in Mechanical Engineering or a related discipline.
- Relevant experience as a Mechanical QA/QC Engineer, Piping QA/QC Engineer or Mechanical/Piping Inspector.
- Experience within power plants, Waste-to-Energy, process plants, petrochemical, utilities or major industrial projects is highly preferred.
- Strong knowledge of piping fabrication, installation, welding and inspection activities.
- Able to read and interpret P&IDs, piping isometrics and mechanical drawings.
- Familiar with WPS, PQR, welder qualifications and welding documentation.
- Good understanding of NDT methods and inspection requirements.
- Experience preparing/reviewing test packs, weld maps and inspection records.
- Experience with hydrotesting, pneumatic testing, flushing, reinstatement and piping walkdowns.
- Familiarity with ITPs, Inspection Requests, NCRs and punch-list management.
- Knowledge of applicable ASME, API and AWS standards is advantageous.
- Relevant certifications such as CSWIP, AWS-CWI, API or ASNT NDT Level II would be advantageous.
- Able to work effectively with contractors, third-party inspectors and multidisciplinary project teams.
