We are seeking an experienced Procurement Manager to lead end-to-end sourcing, contract negotiation, and supply chain management for ourwater treatment Engineering, Procurement, and Construction (EPC) projects.
This role bridges commercial procurement and project execution. You will partnerdirectly with engineering and project management teams to secure majormechanical/electrical equipment, specialty packages (membranes, pumps, dosingsystems, piping, and instrumentation), and fabrication subcontracts whileensuring critical delivery milestones are met on time and within budget.

Key Responsibilities
1. Strategic Sourcing & ContractNegotiation
- Lead procurement packages for industrial and municipal water treatment plants, including equipment sourcing, chemical feed systems, filtration units, pressure vessels, and balance of plant (BOP).
- Negotiate commercial terms, pricing, payment milestones, liquidated damages (LDs), warranties, and service agreements to protect engineering scope and financial margins.
- Formulate, review, and finalize purchase orders, supply contracts, and subcontractor agreements in accordance with standard EPC contract conditions (e.g., FIDIC, bespoke EPC formats).
2. Milestone Tracking & Expediting
- Own the project procurement schedule and actively track supplier manufacturing cycles, factory acceptance testing (FAT), and logistics schedules.
- Coordinate with project engineers and quality assurance teams to verify vendor drawing approvals (VDDR), material certifications, and third-party inspection schedules.
- Proactively identify long-lead item bottlenecks; formulate recovery plans and expediting actions to protect overall plant commissioning timelines.
3. Vendor Relationship & Commercial Management
- Establish and expand a qualified vendor base for water treatment equipment across regional and overseas markets (notably Singapore, Greater China, and Southeast Asia).
- Handle supplier claims, variations, back-charges, and scope changes in close consultation with project directors.
- Conduct supplier performance audits based on delivery timeliness, technical compliance, and after-sales field support.
Requirements
Education & Qualifications
- BachelorDegree in Mechanical, Chemical, Environmental, or Civil Engineering; OR
- Bachelor Degree in Supply Chain Management / Logistics with substantial technical project procurement experience.
- Certifications in procurement (e.g., CPSM, CIPS) are an advantage.
Experience
- Minimum 5 years of procurement or supply chain management experience within an EPC contractor or engineering firm.
- Proven track record specifically within water treatment plants, wastewater reclamation, desalination, or heavy process engineering.
- Strong familiarity with static/rotating equipment, specialty piping/valves, membrane systems, chemical treatment skid packages, and electrical & instrumentation (E&I) procurement.
Language & Communication
- English & Chinese (Fluent, written and spoken): Required to review technical specifications and negotiate legally binding contracts with local engineering teams as well as Mandarin-speaking equipment fabricators and suppliers across the region.
Core Competencies
- Commercial acumen with strong negotiation and claims management capability.
- Strong grasp of Incoterms 2020, customs clearance, shipping documentation, and heavy logistics coordination.
- Rigorous milestone tracking and cross-functional coordination between engineering, site construction, and finance teams.
