The posting

Role Overview:

The Project Manager will be based in Singapore and will be responsible for the effective coordination, implementation, delivery, monitoring and completion of FESSIA’s policy and other strategic projects. Working closely with the Policy and Country teams, the role will translate FESSIA’s strategy and project objectives into clear workplans and deliverables, coordinate internal and external resources, manage project budgets and risks, and ensure projects are delivered to a high standard, on time and within budget. The role will also support the development of new projects by identifying policy, regulatory and market gaps and helping design practical interventions to address them.

Key Responsibilities:

The Project Manager is responsible for defining project scope, goals and deliverables with the Policy team; planning and implementing projects with Country and Policy Managers; managing project budgets, including monitoring expenditure, variations and donor reporting; ensuring projects deliver agreed results on time and within budget; supporting procurement processes; identifying and managing project risks and changes; and continuously improving project processes, quality and team learning.

Detailed Responsibilities:

1.Project Design and Planning

  • In collaboration with the Policy and Country teams define project scope, objectives, outcomes, deliverables and success measures, aligned with FESSIA’s strategy, donor commitments and agreed project objectives.
  • Develop detailed project plans, including activities, milestones, timelines, dependencies, responsibilities and resource requirements.
  • Work with the Policy team to identify gaps in laws, policies, regulations and market frameworks and translate these into practical project activities and outputs.
  • Establish clear project governance, roles and decision-making processes for each project.

2. Project Delivery and Coordination

  • Liaise with FESSIA Country Managers, Policy Managers and other team members to ensure activities are coordinated, delivered effectively and manage the implementation of projects through to completion, monitoring progress against agreed milestones and deliverables.
  • Coordinate consultants, technical experts, partners and other external resources involved in project delivery.
  • Identify implementation issues and delays early and work with the relevant teams to resolve them.

3. Budget and Financial Management

  • Manage project budgets in accordance with approved budgets, FESSIA financial controls, FESSIA consolidated budgets and donor requirements.
  • Monitor expenditure, commitments and budget utilization and identify potential variances or underspend/overspend risks.
  • Coordinate budget revisions, variations and budget amendment requests where required.
  • Work with Finance and project leads to ensure expenditure is properly authorised, documented and allocated to the correct project and reported on for internal management and donor reporting according to defined project reporting cycle

4. Reporting and Donor Compliance

  • Coordinate timely and accurate internal and external project reporting.
  • Monitor progress against project objectives, outputs, milestones, budgets and donor commitments.
  • Coordinate inputs from Policy, Country and other relevant teams to produce project and donor reports.
  • Ensure project activities and reporting comply with relevant donor requirements and FESSIA policies.

5. Procurement and Contract Administration

  • Support project procurement in accordance with FESSIA’s procurement policy and procedures.
  • Prepare or coordinate scopes of work, procurement documentation and consultant requirements.
  • Administer procurement processes and support the selection and appointment of consultants, contractors and other suppliers.
  • Monitor consultant and supplier deliverables against agreed scopes, timelines and budgets.

6. Project Monitoring, Risk and Change Management

  • Regularly monitor project progress, deliverables, risks (including on a risk-mitigations register), issues and dependencies.
  • Identify changes to project scope, timelines, resources or budgets and assess their potential impact.
  • Implement and manage agreed changes while maintaining alignment with project objectives and donor commitments.
  • Escalate significant risks, delays or issues to the relevant manager or leadership in a timely manner.

7. Quality Assurance and Project Completion

  • Coordinate reviews of project outputs and ensure feedback is incorporated before finalisation.
  • Evaluate project performance and assess whether intended outcomes and objectives have been achieved.
  • Lead project close-out, including final deliverables, reporting, financial reconciliation, documentation and lessons learned.
  • Capture and share lessons, good practice and recommendations to improve the delivery of future FESSIA projects.

8. Cross-Team and Stakeholder Coordination

  • Act as a central coordination point between Policy, Country, Finance and other FESSIA teams for assigned projects.
  • Support effective communication between internal teams, donors, consultants, partners and other project stakeholders.
  • Organize and coordinate project meetings, workshops and other activities as required.
  • Maintain clear communication on project progress, priorities, risks and required actions.

Desired to have: ● Understanding of energy systems, energy transition pathways, and regulatory structures.

● A second Asian language relevant to Southeast Asia.

● Master’s in Public Policy, Energy/Environmental Studies, Economics, International Relations, or related fields preferred.
