Job Description
- Lead and manage the project from design development through construction and final handover.
- Monitor subcon and project progress and proactively identify potential delays, constraints and interface issues.
- Coordinate closely with the Client, Subcon, Consultants, end users and other stakeholders to ensure timely decisions and approvals.
- Oversee the D&B Contractor's construction activities and overall site progress.
- Monitor manpower, resources, site productivity and construction sequencing.
- Ensure works are carried out in accordance with approved drawings, specifications, method statements and quality requirements.
- Coordinate construction interfaces between architectural, structural, M&E and specialist works.
- Identify critical activities and drive recovery measures where progress falls behind programme.
- Chair and lead regular project, design and progress meetings and ensure timely close-out of action items.
- Manage the design development process and ensure design activities are aligned with the construction programme.
- Identify design gaps, clashes and constructability issues early and coordinate timely resolution.
- Ensure the design is aligned with Client requirements, statutory requirements, authority approvals and project objectives.
- Proactively manage issues that may affect approval timelines and project milestones.
- Monitor project cost, variations, claims and overall cost exposure.
- Review and assess Contractor's variation claims, EOT submissions and other contractual matters.
- Ensure changes are properlyevaluated, documented and approved before implementation where practicable.
Job Requirements
- Degree or equivalent qualification in Engineering, Architecture, Building, Construction Management or a related discipline.
- 5-10 years of relevant project management experience, preferably with significant experience managing D&B projects.
- Demonstrated experience managing projects through design, procurement, construction, testing /commissioning and handover.
- Strong understanding of the D&B procurement and delivery model, including the relationship between Employer's Requirements, Contractor's design and construction obligations.
- Proven experience in managing fast-track projects with concurrent design and construction activities.
- Strong programme management skills, including the ability to identify critical path activities and drive recovery measures.
- Experience coordinating multidisciplinary consultants and contractors.
- Good understanding of statutory submissions and authority approval processes in Singapore.
- Strong knowledge of construction methodology, M&E coordination, design interfaces and constructability.
- Experience in managing variations, EOT claims, cost control and contractual matters.
- Strong communication, negotiation and stakeholder-management skills.

- Experience with institutional, security-sensitive or operational facilities.
- Experience managing projects with demanding operational constraints and tight completion dates.
- Familiarity with BCA, SCDF and other relevant Singapore statutory requirements.
- PMI, IES Member or other relevant professional qualifications.
- Experience managing D&B contractors for medium sized of office fit-out works.
- Strong working knowledge of MS Project, PPT, Excel or equivalent project Update and planning software.
