Job Responsibilities
- Lead and manage the end-to-end recruitment function, with primary responsibility for NTS recruitment and recurring/high-volume blue-collar hiring requirements, including PMD, lashing, and other operational positions.
- Develop and implement effective recruitment strategies to achieve manpower requirements and agreed recruitment targets within the required timelines.
- Take full ownership of the recruitment process, including manpower planning, candidate sourcing, screening, interviewing, selection, offer management, onboarding, and recruitment follow-up.
- Lead and manage the Recruitment team, providing clear direction, setting recruitment targets, allocating responsibilities, monitoring performance, and ensuring timely fulfilment of manpower requirements.
- Work closely with Operations, Site Managers, and line managers to understand manpower requirements, workforce planning needs, recruitment priorities, and operational challenges.
- Build and maintain strong working relationships with local employment agencies, recruitment partners, community organisations, and other external recruitment sources to support the Company's manpower needs.
- Manage and monitor recruitment agencies and external recruitment channels to ensure effective candidate sourcing, service quality, compliance, and delivery of agreed recruitment results.
- Plan, organise, and participate in job fairs, career fairs, walk-in interviews, outdoor recruitment exercises, recruitment roadshows, and other talent attraction activities.
- Develop and coordinate recruitment advertisements across job portals, social media platforms, career fairs, outdoor recruitment channels, and other appropriate platforms to maximise candidate reach and application volume.
- Drive local recruitment initiatives and continuously explore new recruitment channels and sourcing strategies to strengthen the Company's local talent pipeline.
- Partner with business leaders and line managers on employee relations, performance management, disciplinary matters, and the implementation of HR policies and procedures.
- Support the organisation's performance appraisal and talent management processes, including performance reviews and related HR initiatives.
- Provide support in compensation and benefits administration, payroll coordination, and other HR operational matters as required.
- Maintain accurate and up-to-date recruitment records, HR data, candidate information, and recruitment documentation in accordance with Company requirements.
- Monitor and analyse key recruitment metrics, including application volume, sourcing effectiveness, interview-to-hire conversion, time-to-fill, recruitment costs, and hiring outcomes.
- Ensure recruitment activities are conducted in compliance with Company policies, applicable employment legislation, and relevant Ministry of Manpower (MOM) requirements.
- Ensure appropriate recruitment documentation, processes, and records are maintained to support the Company's recruitment-related regulatory and registration requirements.
- Identify and implement continuous improvement initiatives to enhance recruitment processes, recruitment effectiveness, candidate experience, and overall HR service delivery.
- Take an active and hands-on approach to recruitment, including attending external recruitment activities, site visits, job fairs, interviews, and other recruitment initiatives as required.
- Support other HR projects and initiatives as required to meet business and organisational objectives.
Requirements
- Diploma or Degree in Human Resources, Business Administration, or a related discipline.
- Relevant HR professional certifications are required and must meet the applicable requirements for the Company's recruitment-related registration with the Ministry of Manpower (MOM), where applicable.
- Minimum 3–5 years of relevant HR and recruitment experience, preferably within the Manufacturing, Engineering, Logistics, Port, or related industries.
- Proven experience in managing high-volume recruitment, particularly for blue-collar, NTS, PMD, lashing, port-based, or operational positions.
- Experience in the recruitment and management of blue-collar and/or port-based employees will be highly advantageous.
- Proven experience in leading a recruitment function or recruitment team, with the ability to take ownership of recruitment planning, execution, team performance, and hiring results.
- Strong hands-on experience in organising and conducting job fairs, career fairs, walk-in interviews, outdoor recruitment exercises, recruitment roadshows, and other candidate attraction activities.
- Experience in developing and managing recruitment advertisements across job portals, social media platforms, career fairs, and other recruitment channels.
- Proven ability to establish and maintain effective working relationships with local employment agencies, recruitment partners, and external stakeholders, with a strong focus on achieving measurable recruitment results.
- Demonstrates a proactive, outgoing, independent, and results-oriented approach, with the ability to take initiative and work effectively in a fast-paced environment.
- Proven experience partnering with operational teams, Site Managers, and business stakeholders to understand manpower requirements and deliver timely recruitment solutions.
- Strong leadership and team management skills, with the ability to set recruitment targets, prioritise workloads, delegate responsibilities, monitor performance, and drive the team towards agreed hiring objectives.
- Strong interpersonal and communication skills, with the ability to effectively engage candidates, employees, recruitment agencies, operational stakeholders, and management at different levels.
- Familiarity with Applicant Tracking Systems (ATS), recruitment platforms, job portals, social media recruitment, and recruitment analytics.
- Good knowledge of HR practices, employment regulations, recruitment processes, and HR operational procedures.
- Strong organisational and analytical skills, with the ability to monitor recruitment data, identify trends, address recruitment challenges, and implement practical solutions.
- Willingness to be actively involved in outdoor recruitment activities, job fairs, site visits, and other recruitment initiatives, including weekends or extended hours where required by business needs.
- Strong commitment to delivering measurable recruitment outcomes and continuously improving the Company's recruitment capability and talent pipeline.
