Job Responsibilities

MCST Trust Account Management

• Maintain and monitor MCST trust accounts in accordance with the Building Maintenance and Strata Management Act (BMSMA) and relevant regulations.

• Ensure proper segregation and accounting of Management Fund and Sinking Fund monies.

• Perform monthly trust account reconciliations and investigate any unreconciled items promptly.

• Monitor fund balances and ensure all receipts and payments are authorised and supported by proper documentation.

• Prepare trust account reports, reconciliations, and supporting schedules for council meetings, audits, and regulatory reviews.

Statutory & Compliance

• Ensure all MCST funds are deposited into designated bank and trust accounts and utilised only for purposes permitted under the BMSMA.

• Review compliance with fund transfer restrictions, investment requirements, and financial governance provisions applicable to MCSTs.

• Support preparation of annual audited financial statements, including disclosures relating to Management Fund and Sinking Fund balances.

Stakeholder & External Liaison

• Strong understanding of MCST financial management and trust account requirements under the Building Maintenance and Strata Management Act (BMSMA).

• Familiarity with Management Fund and Sinking Fund accounting, trust account reconciliations, and MCST audit requirements.

Budgeting, Forecasting & Cash Flow

• Assist in budget preparation and monitoring for managed properties.

• Conduct financial forecasting and variance analysis.

• Monitor cash flow and manage payments, collections, and banking matters to ensure smooth day-to-day operations.

Operations & Coordination

• Monitor and coordinate with on-site administrative staff on invoice submissions and supporting documentation.

• Serve as the liaison between the finance department and operations managers to ensure timely and accurate financial processing.

Management Support

• Provide ad-hoc financial analysis and reports to support management decision-making.

• Undertake other finance-related duties as assigned by management.

Job Requirements

Qualifications

• LCCI or Diploma or Bachelor’s Degree in Accountancy, Finance, or a related discipline.

Experience

• Minimum 5 years of relevant finance/accounting experience with 2 years of supervisory experience.

• Experience managing MCST trust accounts, including Management Fund and Sinking Fund accounting, bank reconciliations, cash flow monitoring, and audit support.

Technical Knowledge

• Strong knowledge of accounting principles and financial reporting.

• Good working knowledge of:

o Building Maintenance and Strata Management Act (BMSMA)

o GST and corporate taxation in Singapore

Skills & Competencies

• Proven experience liaising directly with auditors, tax agents, and external stakeholders.

• Ability to manage multiple priorities and meet tight deadlines in a fast-paced environment.

• Meticulous, responsible, and detail-oriented with strong problem-solving and analytical skills.

• Confident, independent, and able to work under pressure.
