The posting

The Senior Business Analyst, AI Transformation Programme is responsible for the programme governance, dashboarding and grant-tracking activities that keep the AI Hub's fund programme on track: translating grant conditions and milestones into structured programme plans, building and maintaining dashboards for budget and milestone tracking, coordinating data inputs from BU finance and operations teams, and supporting vendor onboarding and compliance reporting.

The role requires someone equally comfortable with business analysis, programme governance and heavy budget-adjacent financial tracking, who can work fluently across finance, strategy and technology stakeholders, and who is genuinely comfortable using AI and BI tools to run leaner, more accurate reporting — consistent with the mandate of the function it supports.

Beyond the AI Hub itself, the role is expected to use lower-intensity periods in the programme and grant cycle to extend AI adoption into Group Finance and BU finance teams more broadly, so the impact of the position is felt across SJ's wider finance community and not only within the AI Hub.

Key Responsibilities:

Programme Governance & Grant Tracking

• Translate grant conditions, milestones and deliverables into a structured programme tracking framework (plans, RAID logs, milestone trackers) for the AI Hub.

• Monitor programme progress against grant milestones and flag schedule, scope or budget risks to the Head of AI Transformation.

• Maintain documentation supporting grant compliance — business cases, milestone evidence, programme status packs — ready for review or audit.

• Analyse programme and budget data to inform decisions by AI Hub leadership, the Strategy team and Group Finance.

Programme Dashboards & Reporting

• Design, build and maintain dashboards (e.g. Power BI, Excel) closely tracking budget utilisation, milestone status, vendor onboarding progress and other AI Hub KPIs for leadership, BU stakeholders, and Strategy.

• Automate recurring reporting where possible, using AI and data tools to reduce manual consolidation effort and improve accuracy.

• Produce periodic (monthly/quarterly) programme and grant status reports for internal leadership and for reporting obligations.

Cross-Functional Coordination

• Act as the primary coordination point between the AI Hub and finance/operations teams across all Business Lines/Business Units, gathering cost and activity data relevant to grant-funded workstreams.

• Consolidate BU-level inputs into unified AI Hub and grant reporting, resolving discrepancies in data, categorisation or timing, and working with Group Finance where formal accounting treatment is required.

• Build and maintain strong working relationships with BU/BL finance and operations leads to ensure timely, accurate and consistent data flow.

Strategy Team & Administrator Coordination

• Act as the day-to-day liaison to the Group Strategy team on matters connecting the AI Hub's grant-funded activities to wider corporate strategy, planning and reporting cycles.

• Manage the working relationship with grant administrators/case officers, including responding to queries, coordinating audits or site visits, and preparing materials evidencing compliance with grant conditions.

• Monitor changes to the grant policy, reporting requirements or funding conditions, and translate the implications into updated tracking and reporting requirements.

Vendor Onboarding Support

• Coordinate the onboarding of new vendors and suppliers engaged by the AI Hub (e.g. AI technology vendors, consultants, system integrators), tracking documentation, due diligence status and timelines.

• Ensure vendor onboarding and invoicing data feeds correctly into programme and grant tracking, working with Procurement and Group Finance on compliance and payment terms.

• Maintain a vendor tracker as part of the broader programme dashboard suite.

AI-Enabled Analysis & Continuous Improvement

• Apply AI and automation tools to streamline data consolidation, dashboard refresh and reporting (e.g. AI-assisted data cleaning, anomaly detection, natural-language reporting summaries).

• Champion the adoption of AI tools within the programme office's own operations, consistent with the AI Hub's broader transformation mandate.

• Keep current on emerging AI applications in business analysis and programme/grant management, and proactively recommend process improvements.

Broader AI Championing (Group Finance & Beyond)

• During lower-intensity periods of the programme and grant cycle (i.e. outside peak reporting, closing or audit windows), act as an informal AI champion for Group Finance and BU finance teams — surfacing practical AI use cases relevant to their day-to-day work.

• Run short demos, lunch-and-learns or working sessions to build AI literacy and confidence within finance teams beyond the AI Hub, drawing on tools and approaches already proven within the AI Hub's own operations.

• Identify and flag promising AI adoption opportunities within Group Finance and BU finance processes to the Head of AI Transformation, so the AI Hub's impact and credibility extend across SJ's wider finance community, not only within the AI Hub itself.

Key Requirements:

Education & Qualifications

• Degree in Business, Finance, Economics, Information Systems, Data Analytics or a related field.

• Business analysis or programme management certification (e.g. CBAP, PMP, PRINCE2, Six Sigma) an advantage; a professional accounting qualification is useful but not required.

Experience

• At least 8-10 years of relevant experience as a business analyst, programme/PMO analyst or similar, ideally including exposure to grant-funded programmes, budget tracking or government funding schemes.

• Prior experience working with, or reporting to, Singapore government agencies (e.g. Enterprise Singapore, EDB, IMDA) is an advantage.

• Demonstrated experience building and maintaining dashboards or management reporting (Power BI, Tableau, Excel or similar).

• Experience operating in a matrixed organisation, coordinating across multiple business units, business lines or subsidiaries.

Skills & Attributes

• Expert data analysis and dashboarding skills (Power BI, Excel or equivalent BI tools); comfortable working with budget and financial data.

• Demonstrated, hands-on use of AI tools (e.g. Copilot, ChatGPT/Claude-based tools, AI-enabled analytics platforms) to improve reporting and analysis, with genuine interest in AI applications — this is a role within an AI transformation function and the successful candidate should reflect that.

• Strong business analysis fundamentals: requirements gathering, process mapping, and translating programme/grant conditions into practical tracking structures.

• Excellent stakeholder management and communication skills; comfortable engaging finance leads, technologists, strategists and government administrators alike.

• High attention to detail and a strong governance/compliance mindset, given the programme is subject to external audit.

• Ability to manage multiple stakeholders and deadlines independently, with sound judgement on when to escalate.
