About the Role

We are looking for an experienced Senior IT Project Manager to lead technology delivery for public sector and government clients in Singapore. You will manage multiple concurrent projects covering application development, digital transformation, migration and enhancements, and deliver them on time, within budget and to the required quality and governance standards.

Key Responsibilities

- Lead end-to-end delivery of multiple IT projects, from planning and requirements gathering through design, development, testing, deployment and production support.

- Manage project scope, schedules, budgets, resources, risks, dependencies, issues and change requests.

- Coordinate cross-functional teams of developers, business analysts, QA engineers, infrastructure teams, vendors and client stakeholders.

- Manage client relationships and provide regular status updates, executive reports, risk escalations and recommendations.

- Oversee project governance, documentation, requirements traceability, design documentation, UAT and release management.

- Ensure compliance with client security policies, IT governance standards and audit recommendations.

- Coordinate vulnerability assessments, penetration testing, security remediation and compliance reviews.

- Manage vendor performance, contract deliverables, costing and change control.

- Drive Agile/Scrum practices, including sprint planning, backlog refinement, reviews, retrospectives and release coordination.

- Identify process improvements, conduct root-cause analysis and put preventive measures in place.

- Support application modernisation, cloud migration, platform upgrades and collaboration initiatives.

- Ensure smooth implementation, knowledge transfer and handover to support teams.

Requirements

- Bachelor's degree in Computer Science, Information Technology, Engineering or a related field.

- At least 10 years of IT experience, including substantial experience managing technology projects.

- Proven track record leading end-to-end software development or enterprise application projects.

- Experience managing multiple projects or workstreams at the same time.

- Strong stakeholder management skills, including client-facing and senior management interaction.

- Experience in project planning, budgeting, resource management, risk management and vendor coordination.

- Good understanding of SDLC, Agile/Scrum, testing, UAT, deployment and production support.

- Experience with project management tools such as Jira, Microsoft Project or Azure DevOps.

- Strong communication, presentation, problem-solving and leadership skills.

Preferred

- Experience delivering projects for Singapore government agencies or public sector clients.

- Exposure to platforms such as Microsoft SharePoint, Microsoft 365 or OutSystems.

- Experience with application migration, modernisation, system integration and cloud environments.

- Familiarity with Azure, SQL Server, PowerShell, APIs and DevOps tools.

- Knowledge of government IT security and compliance requirements, such as IM8.

- PMP, PSM / Certified ScrumMaster, SAFe or an equivalent certification.
