Role Overview

We are looking for an experienced Subject Matter Expert (SME) – Project Management / Functional Business Analysis (PM/FBA) with strong domain knowledge in the Banking and Financial Services Industry (FSI). The ideal candidate will have extensive experience in risk management, compliance, governance, audit, anti-money laundering (AML), Know Your Customer (KYC), or regulatory reporting.

The candidate will work closely with business stakeholders, compliance teams, risk functions, and technology teams to drive transformation initiatives, deliver regulatory projects, and translate business requirements into effective solutions.

Key Responsibilities

  • Provide subject matter expertise across banking, financial services, risk management, compliance, governance, audit, AML/KYC, or regulatory reporting.
  • Lead or support business transformation, digitisation, regulatory compliance, and risk-related initiatives.
  • Perform functional business analysis, including requirements gathering, documentation, process mapping, gap analysis, and solution validation.
  • Manage project plans, timelines, dependencies, risks, issues, and deliverables, as applicable to the assigned role.
  • Facilitate stakeholder discussions, workshops, requirement-gathering sessions, and solution-design meetings with business and compliance teams.
  • Collaborate with business users, technology teams, risk officers, compliance specialists, and senior management to ensure successful project delivery.
  • Translate regulatory and business requirements into functional specifications, business requirements documents (BRDs), and other project artefacts.
  • Support regulatory change implementation and ensure alignment with relevant banking and financial services requirements.
  • Identify opportunities for process improvement, operational efficiency, control enhancement, and risk mitigation.
  • Track project progress, prepare status reports, and communicate key risks, issues, and recommendations to stakeholders.
  • Support testing, user acceptance testing (UAT), implementation, and post-deployment activities, where required.

Required Skills and Qualifications

  • Minimum 10 years of experience in banking or financial services.
  • Strong domain expertise in one or more of the following areas: Risk Management and Operational Risk Compliance and Regulatory Change Governance and Audit Anti-Money Laundering (AML) and Counter-Terrorism Financing (CFT)Know Your Customer (KYC)Regulatory Reporting
  • Experience working as a Functional Business Analyst, Lead Business Analyst, Project Manager, or Program Manager.
  • Proven stakeholder management and workshop facilitation skills, particularly with business, risk, and compliance teams.
  • Demonstrated experience delivering transformation, digitisation, regulatory, or risk-related initiatives.
  • Exposure to retail banking, corporate banking, private banking, or investment banking.
  • Strong analytical, problem-solving, communication, and documentation skills.
  • Ability to work effectively across business and technology teams and manage multiple stakeholders.

  • Certified Business Analysis Professional (CBAP)
  • Financial Risk Manager (FRM)
  • Certified Anti-Money Laundering Specialist (CAMS)
  • Professional Risk Manager (PRM)
  • Agile/Scrum certifications
  • Relevant risk management, compliance, or regulatory certifications

Preferred Regulatory Knowledge

Experience with any of the following frameworks and requirements will be an advantage:

  • Monetary Authority of Singapore (MAS) regulations and guidelines
  • Basel III / Basel IV
  • BCBS 239
  • Foreign Account Tax Compliance Act (FATCA)
  • Common Reporting Standard (CRS)
  • AML/CFT regulatory requirements
  • Operational risk management frameworks
