Randstad is representing a specialised semiconductor hardware manufacturing company in their search for a Technical Specialist. In this position, you will serve as the SME (Subject Matter Expert) in Electrical and ELV (Extra-Low Voltage) systems. Your core focus will be ensuring that all systems are executed safely, operate efficiently, and meet all regulatory, operational, and business standards.

Engineering & Technical Direction
- Spearhead the creation and upkeep of discipline standards, Basis of Design, and OPR (Owner's Project Requirements) for all electrical and ELV architectures.
- Scrutinise and sign off on core design deliverable, RFIs, and proposed design modifications.
- Function as the internal SME across high/low voltage power distribution, emergency power setups, power quality, facility monitoring, security, and communications infrastructure.
- Weigh the pros and cons of proposed engineering solutions by analysing their effect on project timelines, budget constraints, long-term maintainability, and daily operations.
- Examine protection coordination, power system studies, and control system architectures while playing an active role in value engineering sessions, risk assessments, and design optimisation reviews.
Project Execution & Cross-Functional Alignment
- Take charge as the central technical bridge communicating with third-party suppliers, external consultants, and EPC contractors.
- Work hand-in-hand with internal groups such as EHS, Facilities Management, Process Engineering, and Production to align overall project goals.
- Untangle complex technical disputes and manage design interfaces to facilitate rapid decision-making and maintain project momentum.
- Lend your technical eye to the purchasing and technical evaluation of major electrical equipment and critical ELV systems.
- Drive continuous engineering oversight during the actual site build, facility qualification, commissioning stages, and the final transition into facility operations.
- Enforce absolute adherence to statutory laws, local utility connection requirements, and Singapore electrical regulations.
skills and experience required
- Degree in Electrical Engineering or a related discipline.
- Minimum 10 years of experience in semiconductor, advanced manufacturing, industrial, data centre, or other high-tech facility projects.
- Showcase end-to-end project lifecycle experience spanning design, construction, commissioning, and operational handover, anchored by deep technical mastery of high/low-voltage networks, protection coordination, and critical power infrastructure, alongside hands-on expertise in ELV architectures and a firm grasp of Singapore electrical codes and utility connection standards.
- Well versed with EPC project delivery, design management, and change management processes.
- Proficiency in Navisworks and Revit (or other BIM software) is highly advantageous.
