  • Overseeing, plan and in charge of utility operations/diversions and maintenance activities.
  • Review and understand project specifications to raise technical queries.
  • Oversee and manage all utility-related activities for construction projects to ensure compliance with project specifications and timelines.
  • Supervise the works to ensure timely completion and adherence to quality standards for utility-related projects.
  • Supervise subcontractors’ work to ensure timely completion and adherence to quality standards.
  • Preparation and submission of utilities design documents, including drawings, specifications, and schedules.
  • Monitor utility works to ensure compliance with statutory requirements, construction procedures, and safe work practices.
  • Liaise and coordinate between government agencies and the construction team regarding excavation works, service diversions, and reinstatement activities near underground utilities..
  • Collaborate with utility agencies to provide updates on construction progress and address utility damages or unknown services.
  • Conduct regular site inspections and testings to ensure compliance with safety regulations and quality standards in utility works.
  • Identify potential risks related to utility operations and develop mitigation strategies.
  • Prepare and review project documentation related to utility management, including permits and compliance reports.
  • Manage utility-related budgets, forecasts, and resource allocations for projects.
  • Provide technical guidance and support to the construction team regarding utility installations, protections and modifications.
  • Ensure that all utility-related works comply with environmental regulations and best practices.
  • Provide technical input and solutions for complex utility challenges during project execution.
  • Participate in project meetings to report on utility management status and address any issues that may arise.
  • Work closely with government agencies to provide updates on construction site progress, report damages, or address unknown utility services.
  • Assist in resolving technical issues related to utility installations and ensure effective communication among all stakeholders.
  • Prepare and maintain accurate records of utility systems, maintenance activities, and compliance.
  • Conduct site inspections to verify the quality of utility works and compliance with safety regulations.
  • Review and provide input on utilities-related project documentation, including drawings and specifications.
  • Prepare progress reports and documentation for submission to project management and government agencies.
  • Participate in project meetings to discuss progress, challenges, and coordinate efforts among team members.
  • Work together with project team and construction team to assist on the excavation works, utility protection and diversion works. Adopt safe work procedure for construction activities to prevent damage to utilities..
  • Design, prepare calculations, datasheets, technical specifications, and general arrangement drawings for all utilities.
  • Liaise with consultants to prepare design documents and engineering drawings, including flow diagrams and utilities layout.
  • Liaise with regulatory authorities to ensure all necessary approvals, clearances and permits are obtained for utility works.
  • Responsible and lead the application for all utilities clearance, includes but not limited to POWS, IPNO from all agencies/Telco, NCE, etc.
  • Support the identification and implementation of best practices in utility management and safety.
  • Perform all duties in accordance with CCCC policies, processes, systems, reporting, and procedures.

Job Requirements

  • Bachelor’s Degree in Civil Engineering or equivalent.
  • Minimum 5 years of relevant experience in road construction, particularly in coordination and liaison with relevant authorities and agencies on utility protection and diversion works.
  • Good understanding of safe work procedures for construction activities to prevent damage to existing utilities, particularly during excavation works.
  • Able to work effectively as part of a team, with aproactive, assertive, and independent working attitude.
  • Candidates with LTA project experience will have anadvantage.
  • Work location: West Area, Singapore.
