Jurong Port’s multipurpose port operating expertise includes efficient handling of general, bulk and containerized cargo, management and operations of the Tuas Offshore Marine Centre, and Lighter Terminals in Penjuru and Marina South. Besides Singapore, Jurong Port is involved in overseas joint ventures in China and Indonesia. In 2016, Jurong Port’s local and overseas terminals handled close to 35 million tons of general and bulk cargo, and 560,000 TEUs of container cargo.
Responsibilities:
Construction Safety Inspection & Compliance Monitoring
- Conduct scheduled and ad-hoc construction safety inspections, focusing on high-risk activities, temporary works and critical safety controls.
- Verify Main Contractor / Subcontractor compliance with legal, JP and project safety requirements, including implementation of approved risk controls and safe work practices.
- Review CCTV monitoring to identify unsafe acts / conditions and support timely intervention and follow-up.
- Monitor and follow up construction-related Design for Safety (DfS) / temporary works requirements with relevant project teams.
Safety Findings & Corrective Action Management
- Record safety findings, assign follow-up actions and track / verify closure, including escalation of overdue and repeated non-compliances.
Safety Performance Monitoring & Reporting
- Maintain the construction safety dashboard and monthly report, including leading / lagging indicators, incidents, inspection findings, corrective-action status and recurring trends.
Contractor Performance & Enforcement
- Administer and maintain the Demerit Point System (DPS), contractor performance status and inputs for underperforming-contractor review / escalation.
Training, Engagement & Safety Communication
- Monitor completion of required construction safety onboarding and training for project teams, Main Contractors and Subcontractors.
- Coordinate contractor / worker engagement, safety meetings and performance reviews, including communication of safety alerts and good practices.
Incident Review & Construction Safety Knowledge Management
- Coordinate incident / near-miss reviews, trend analysis, preventive actions and sharing of lessons learnt across projects.
- Maintain JP construction safety records and knowledge base, including inspection results, contractor performance history, safety alerts, lessons learnt and good practices.
Requirements:
- Minimum GCE O-Level qualification, or equivalent.
- WSQ Advanced Certificate in WSH (Level B) or recognised equivalent WSH coordinator qualification, with valid WSH Coordinator Refresher Training, where applicable.
- Relevant additional WSH competency training would be preferred.
- Proficient in basic Microsoft Office
- Minimum 2 years' relevant WSH experience, preferably in construction, industrial building, infrastructure or engineering projects.
- Good knowledge of Singapore WSH legislation, construction safety and risk management requirements.
- Experience in monitoring high-risk construction activities and associated safety controls.
- Experience in construction safety inspections, contractor performance monitoring, incident / near-miss reviews and corrective action follow up would be advantageous.
- Strong safety observation, analytical and follow up skills.
- Good communication and stakeholder engagement skills across project teams, consultants, contractors and workers.
- Systematic in follow up, documentation and tracking of safety
