The posting

Location: Cleveland, OH; or Pensacola, FL; or Arlington, VA

Experience: 5–10+ years

Client: U.S. Department of the Navy

Position Overview

Navaide is seeking an experienced Senior Government Accounting & Financial Management Analyst to support financial operations, accounting process improvement, and enterprise financial systems within the Department of the Navy.

The ideal candidate understands how government accounting operations function, can identify underlying financial and process issues, and takes ownership of solving them. Seeking someone who brings hands-on experience working within a federal government accounting or comptroller organization, with a strong understanding of financial execution, accounting operations, appropriations, and enterprise financial management systems.

This role requires a proactive, analytical professional who can independently investigate complex financial issues, engage government stakeholders, and drive improvements to accounting processes and operational performance.

This position offers opportunities to contribute to complex enterprise transformation initiatives and grow into broader functional or team leadership responsibilities.

Key Responsibilities

  • Investigate and resolve complex accounting and financial transaction issues within Navy ERP, applying federal accounting principles, policies, and established business processes.
  • Determine appropriate accounting treatments, corrective actions, and transaction adjustments to ensure financial accuracy, regulatory compliance, and auditability.
  • Analyze financial transactions, general ledger postings, reconciliations, fund balances, and accounting discrepancies to identify root causes and recommend sustainable resolutions.
  • Support accounting operations involving military pay, civilian pay, and other DoD appropriations, based on functional expertise and program requirements.
  • Collaborate with government comptrollers, accounting teams, functional process owners, and technical personnel to resolve financial issues and improve system operations.
  • Research applicable accounting regulations, financial policies, and system functionality to develop accurate, defensible solutions to complex problems.
  • Identify recurring accounting issues, process gaps, and internal control weaknesses and recommend corrective actions and process improvements.
  • Support financial system testing, functional requirements analysis, process documentation, and implementation of accounting-related system improvements.
  • Develop accounting procedures, troubleshooting guides, and knowledge transfer materials to strengthen organizational capabilities and reduce recurring issues.
  • Independently develop proficiency in Navy ERP functionality, business processes, and financial transactions to provide increasingly effective functional support.

Required Qualifications

  • 5–7+ years of hands-on experience in federal government accounting, financial management, or comptroller operations. More experienced candidates are encouraged to apply.
  • Strong knowledge of federal accounting principles, appropriations, funds execution, reconciliations, and financial management policies.
  • Experience investigating and resolving accounting discrepancies, transaction errors, or complex financial management issues.
  • Demonstrated understanding of how accounting transactions affect financial statements, general ledger balances, and funds accountability.
  • Experience working within a government accounting office, comptroller organization, or comparable financial operations environment.
  • Ability to independently research accounting policies, interpret financial regulations, and determine appropriate corrective actions.
  • Strong analytical, problem-solving, communication, and stakeholder engagement skills.
  • Demonstrated initiative, intellectual curiosity, and ability to learn unfamiliar financial systems and business processes.
  • An active Secret clearance, or the ability to obtain and maintain one.

Preferred Qualifications

  • Experience with U.S. Navy, DFAS, Marine Corps, or other DoD accounting and comptroller operations.
  • Hands-on experience with Navy ERP, SAP FI/CO, or comparable federal financial management systems.
  • Experience with general ledger accounting, journal vouchers, trial balance reconciliation, and financial statement reporting.
  • Knowledge of funds management, budget execution, commitments, obligations, expenditures, and disbursements.
  • Experience with procure-to-pay (P2P), requisition-to-receipt, accounts payable, accounts receivable, and vendor payment processes.
  • Experience with order-to-cash (O2C), reimbursable agreements, billing, collections, and revenue recognition.
  • Experience with military pay, civilian pay, travel pay, and related payroll accounting and reconciliation processes.
  • Knowledge of intergovernmental transactions (IGT), intragovernmental payments and collections (IPAC), and trading partner reconciliation.
  • Experience with unmatched disbursements (UMDs), negative unliquidated obligations (NULOs), unliquidated obligations (ULOs), and abnormal balances.
  • Experience with general ledger reconciliations, suspense account management, transaction corrections, and period-end or fiscal year-end close.
  • Familiarity with the DoD Financial Management Regulation (DoD FMR), U.S. Standard General Ledger (USSGL), financial internal controls, and audit readiness requirements.
  • Experience troubleshooting accounting issues arising from interfaces, feeder systems, and financial transaction processing.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
