Job Description:

Nebraska's Division of Children and Family Services is seeking a DHHS Program Specialist to support our statewide Title IV-E program. This position brings together federal compliance, program analysis, policy and procedure development, fiscal stewardship, and process improvement. You'll research complex questions, develop practical recommendations, and coordinate projects that help improve how our program operates. Sometimes the work begins with a question raised in a meeting, a concern identified by staff, or new federal guidance. You'll need to determine what deserves further review, gather the right information, work with the people who understand the issue, and move assigned work toward a useful outcome. We're looking for someone who can think critically, work independently, communicate clearly, and follow through. You'll work alongside experienced program staff, supervisors, and partners to strengthen Title IV-E operations and support responsible administration of the federal funding that helps Nebraska serve children and families.

Hourly Rate: $24.862

POSTED STATEWIDE PENDING OFFICE SPACE AVAILABLE

What You'll Do:

Federal Compliance, Risk Analysis, and Program Integrity

  • Analyze Title IV-E eligibility, payment, claiming, and operational practices to identify compliance risks, recurring concerns, and opportunities to strengthen internal controls.
  • Research federal and state requirements, investigate emerging issues, and prepare written findings and recommendations for leadership consideration.
  • Support ongoing federal review readiness through monitoring, documentation, evaluation of corrective actions, and identification of opportunities for allowable federal financial participation.

Policy, Procedures, and Professional Writing

  • Research, draft, organize, and maintain statewide standard operating procedures (SOPs), standard work instructions (SWIs), technical guidance, and other program resources.
  • Translate complex requirements and research findings into clear, accurate guidance, reports, and recommendations that support consistent program practices.
  • Work with experienced staff and program partners to understand existing practices and develop guidance that is both compliant and practical.

Program Improvement and Project Implementation

  • Independently organize and advance assigned projects, including developing plans, coordinating with partners, communicating progress, and evaluating results.
  • Investigate recurring operational challenges, identify underlying causes, and develop practical solutions in collaboration with staff, supervisors, and program leadership.
  • Identify opportunities to use data and technology to improve program processes, monitoring, and reporting in coordination with appropriate partners.

Program Coordination and Prioritization

  • Help establish and maintain an organized approach for capturing emerging program questions, potential risks, and improvement opportunities.
  • Evaluate the urgency, significance, and potential impacts of identified concerns and recommend priorities for leadership consideration.
  • Track assigned work, communicate progress and barriers, and identify decisions or additional resources needed to move projects forward.

What We're Looking For:

We're looking for someone who is curious, analytical, resourceful, and collaborative, with the initiative and follow-through to handle complex professional assignments.

You don't need to arrive knowing everything about Title IV-E. We value transferable experience, a willingness to learn, and demonstrated ability to:

  • Take a broadly defined assignment, determine what information is needed, and develop a thoughtful approach.
  • Research complicated requirements, evaluate information, recognize patterns, and develop well-supported recommendations.
  • Produce clear, professional written materials that others can understand and use.
  • Organize competing priorities, carry work through completion, and communicate when leadership input or approval is needed.
  • Build effective working relationships, respect the knowledge of experienced staff, and approach existing practices with curiosity and sound judgment.

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
