Description of Work

Recruitment Range: $52,592 - $63,055

IMPORTANT NOTE: This posting closes at 11:59:59 PM the night BEFORE the End Date listed.

This position serves as the rulemaking coordinator for both the Criminal Justice Education and Training Standards Commission and the Sheriffs’ Education and Training Standards Commission, as required of each agency by G.S. 150B-21. The position manages all phases of rulemaking for both Commissions including: policy analysis; rule drafting; fiscal notes; publication; public hearings; Rules Review Commission review; codification; periodic review of existing rules; and serves as liaison between the Commissions, other agencies, units of local government, and the public in the rulemaking process. Consolidating this function in one position provides consistent, legally sound rules across the two Commissions that together regulate the certification of most criminal justice and sheriffs’ office personnel in North Carolina. Duties include, but not limited to, the following:

• Coordinates the rulemaking program for the Criminal Justice Education and Training Standards Commission (12 NCAC 09A–09I) and the Sheriffs’ Education and Training Standards Commission (12 NCAC 10). • Drafts new rules, amendments, readoptions, and repeals that implement Commission decisions on the employment, training, and certification of criminal justice and justice officers. • Manages temporary, emergency, and permanent rulemaking, including Office of Administrative Hearings filings, publication in the North Carolina Register, notices of text, public comment periods, and filing for Rules Review Commission review. • Screens proposed rule actions before publication to ensure an accurate fiscal note has been completed, and coordinates review and certification with the Office of State Budget and Management. • Gathers and reviews certification and training data, agency and training school input, public comments, legislation, and session laws to assess the need for and effect of proposed rules. • Collects cost and operational information from law enforcement agencies, sheriffs’ offices, and training institutions to support fiscal note preparation. • Prepares rulemaking agenda items, rule text exhibits, and briefing materials for both Commissions and their committees. • Attends Commission and committee meetings and presents proposed rules, Administrative Procedure Act requirements, timelines, and options.

Travel, including some occasional overnight stays, is required. The selected candidate is subject to a background investigation.

Criminal Justice Standards is a Section of the Training and Standards Division in the Department of Justice, which is composed of four major units. These include the N.C. Justice Academy with two separate campuses, one East and one West, the Criminal Justice Standards Section, the Sheriffs’ Standards Section, and Private Protective Services. This Division provides a consolidated team of agencies and offices whose primary goal is to ensure and advance the competence and integrity of the criminal justice professions in North Carolina.

The Training and Standards Division promotes the goal of competence and integrity in the criminal justice professions through employment and certification standards, professional training, and technical assistance. The Division accomplishes this goal through the provision of coordinated staffing support to the Criminal Justice Education and Training Standards Commission (G. S. 17C), the Sheriffs’ Education and Training Standards Commission (G. S. 17E), the North Carolina Justice Academy (G. S. 17D), Private Protective Services (G. S. 74C) and Alarm Systems Licensing (G. S. 74D). In addition, the Division works to promote coordination within the criminal justice system to minimize duplication and effective utilization of current resources.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
