POSITION PURPOSE:

LBYD Federal is seeking a Construction Manager to provide on-site project and construction-management support to the USACE projects. The selected candidate will support facility and infrastructure projects from initiation through design, acquisition, construction, turnover, and closeout by maintaining schedules, logs, records, reports, and coordinated technical actions. The Construction Manager will coordinate with LBYD Federal management, engineers, inspectors, designers, authorized Government representatives, facility users, and construction contractors. The position supports Government decision-making but does not authorize changes to contract scope, cost, or schedule and does not direct contractor means and methods. ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Support projects from requirement definition and design through acquisition, construction, turnover, and closeout.
  • Maintain project, schedule, submittal, RFI, payment, change, action, risk, deficiency, and closeout logs.
  • Coordinate predesign, design, preconstruction, progress, quality-control, schedule, and closeout meetings.
  • Review scopes, drawings, specifications, cost estimates, schedules, acquisition packages, submittals, RFIs, and proposed changes.
  • Evaluate contractor schedules for milestones, sequencing, critical-path logic, procurement, submittals, Government review periods, access constraints, testing, commissioning, turnover, and recovery actions.
  • Use Primavera P6, Microsoft Project, CPM schedules, or other approved tools to analyze and report project status.
  • Review reported progress, payment support, schedule updates, proposed changes, contractor cost information, and time impacts.
  • Coordinate field issues, technical reviews, Government comments, decisions, and follow-up actions through authorized channels.
  • Support constructability, phasing, outage, access, safety, commissioning, turnover, and mission-continuity planning.
  • Coordinate construction-inspection activities and verify that potential deficiencies and corrective actions are documented and tracked.
  • Review punch lists, record drawings, operation and maintenance manuals, warranties, training, testing records, and turnover packages.
  • Prepare progress reports, forecasts, briefings, meeting minutes, decision records, risk assessments, and recommendations.
  • Maintain accurate, complete, organized, and traceable project records.
  • Identify and escalate issues requiring Government direction, additional scope, funding, schedule adjustment, or contract interpretation.
  • Authorize contract changes, accept work for the Government, or direct contractor means and methods.

ADDITIONAL DUTIES AND RESPONSIBILITIES:

  • Support project programming, acquisition planning, cost estimating, value engineering, site investigations, and other duties consistent with the position and contract requirements.

MINIMUM QUALIFICATIONS:

Education and Experience:

  • Bachelor's degree in construction management, engineering, architecture, business, or a related field, or an equivalent combination of education and directly relevant experience.
  • Minimum of six (6) years of progressively responsible experience in construction management, project management, engineering, scheduling, or federal facility delivery.
  • Experience supporting multiple facility or infrastructure projects from design through construction and closeout.
  • Experience reviewing construction drawings, specifications, submittals, RFIs, schedules, estimates, changes, and closeout documents.
  • Knowledge of construction sequencing, quality control, cost control, schedule management, safety, commissioning, and project documentation.
  • Strong leadership, organization, negotiation, technical-writing, presentation, and stakeholder-coordination skills.
  • Proficiency with Microsoft Office Suite and project-management, scheduling, collaboration, or document-control tools.

Skills and Abilities:

  • Ability to manage multiple projects, priorities, deadlines, and stakeholders; analyze schedules and project controls; identify cost, schedule, quality, and operational risks; maintain complete records; facilitate issue resolution; and communicate decision-ready information through authorized channels.

Special Requirements:

  • Must be able to successfully complete applicable federal background and installation-access requirements.
  • Must be eligible to obtain and maintain required credentials, including a CAC or DBIDS credential, as applicable.
  • Must comply with Schriever Space Force Base security, cybersecurity, safety, records-management, and information-protection requirements.
  • Employment is contingent upon contract award, Government funding, exercise of the applicable option, and satisfaction of access requirements.
  • Occasional local or overnight travel may be required.

PREFERRED QUALIFICATIONS:

  • Experience supporting U.S. Air Force, U.S. Space Force, Department of Defense, USACE, NAVFAC, or another federal agency.
  • Project Management Professional, Certified Construction Manager, or comparable professional certification.
  • Experience with Primavera P6, Microsoft Project, CPM scheduling, Bluebeam, BIM, or Government project-information systems.
  • Familiarity with UFC, UFGS, federal acquisition and construction processes, and Air Force Civil Engineer Squadron operations.
  • OSHA 30-Hour Construction certification and experience with active mission facilities, outages, commissioning, and phased construction.

PHYSICAL DEMANDS:

  • Work requires sitting, standing, walking, bending, stooping, climbing stairs or ladders, and moving through facilities and active construction areas. Must be able to wear required personal protective equipment and occasionally lift or carry up to 25 pounds.
  • Must be able to use a computer and review electronic and printed technical documents for extended periods.
  • Must be able to safely access buildings, exterior sites, uneven terrain, utility areas, and active construction locations.

WORKING ENVIRONMENT:

Work is performed in office, occupied-facility, exterior, utility, and active construction-site environments. Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
