Job Description

SOTA Administrative Programs Manager

Overview: ODMHSAS is seeking a highly qualified professional to serve as Oklahoma’s State Opioid Treatment Authority (SOTA) and statewide subject matter expert for Opioid Treatment Programs (OTPs) and methadone treatment. The SOTA provides statewide leadership and oversight of Oklahoma’s OTP system, combining regulatory responsibilities with clinical expertise, provider engagement, technical assistance, education, and system improvement.

This position will support the development and oversight of Oklahoma’s statewide opioid treatment system, with a focus on opioid treatment programs (OTPs), methadone treatment, regulatory compliance, and coordination with providers and state and federal partners. This position bridges clinical practice and regulatory requirements to promote accessible, high-quality, evidence-based, person-centered care and improved treatment access, engagement, retention, and continuity. The candidate will bring strong subject matter expertise, independent judgment, and the ability to navigate complex regulatory and policy issues while supporting legislative inquiries and emerging priorities.

This position is fully grant-funded and is contingent upon the availability of grant funding. Continued employment is dependent on the continuation of funding.

Job Type:

  • Job Type: Full-time, one vacancy
  • Application Period: Open until filled
  • Salary: $76,600.00
  • FLSA Status: Exempt
  • Primary Working Hours are M-F; 8-5

Preferred Qualifications:

  • Direct professional experience working in or closely with an Opioid Treatment Program, with a strong understanding of methadone treatment and OTP clinical operations, strongly preferred.
  • Knowledge of medications for opioid use disorder and evidence-based treatment of opioid use disorder.
  • Knowledge of the unique clinical, operational, and regulatory environment of OTPs.
  • Familiarity with federal OTP requirements, including 42 CFR Part 8, and the respective roles of SAMHSA, DEA, State Opioid Treatment Authorities, and state licensing/regulatory entities.
  • Experience providing clinical or programmatic consultation, technical assistance, quality improvement, program monitoring, or regulatory oversight.
  • Ability to interpret regulatory requirements and translate them into practical guidance for treatment providers.
  • Strong interpersonal and communication skills and demonstrated ability to develop collaborative relationships with treatment providers, patients, state and federal partners, and other stakeholders.
  • Ability to balance regulatory responsibilities with a clinical, person-centered, problem-solving approach to program oversight and technical assistance.
  • Experience identifying system barriers and supporting improvements in treatment access, engagement, retention, quality, and continuity of care.
  • Strong organizational skills and ability to independently manage statewide responsibilities, competing priorities, site visits, follow-up activities, and time-sensitive requests.

Minimum Qualifications:

  • Bachelor's degree and five years of professional experience;
  • Or an equivalent combination of education and experience, substituting one year of professional experience for each year of the required education.

Benefits:

  • Generous state-paid benefit allowance for insurance premiums.
  • Comprehensive health insurance options with no exclusions for pre-existing conditions.
  • Flexible spending accounts for healthcare and dependent care.
  • Paid holidays, vacation, and sick leave.
  • Retirement savings with employer matching.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
