The posting

This position is being recruited by Pakistan Single Window (PSW) on behalf of the National Agri-Trade and Food Safety Authority (NAFSA). NAFSA is being established as a strategic national initiative to strengthen Pakistan’s agri-trade ecosystem through enhanced regulatory oversight, facilitation, and modernization of food safety and trade processes. The selected candidate will be part of NAFSA’s foundational team, contributing to the development of systems, processes, and institutional capabilities.

Position Summary

Reporting to the Director Human Resource & Administration, the Deputy Director (Training & Development) will lead the design, implementation, and governance of NAFSA’s learning and development framework to build a competent, inspection-ready, and future-ready regulatory workforce. The role will institutionalize annual training needs assessment processes, develop structured learning pathways aligned with competency frameworks, coordinate technical and managerial capacity building programmes, and monitor training effectiveness through measurable impact indicators. The Deputy Director will work closely with SAPW, OW, and other technical wings to ensure specialized regulatory and SPS capacity development is systematically embedded within NAFSA’s institutional framework.

Main Responsibilities

Learning Strategy & Planning

  • Lead development and execution of NAFSA’s annual Learning & Development (L&D) strategy aligned with the Authority’s mandate, workforce plan, and implementation roadmap.
  • Conduct structured Training Needs Assessments (TNA) in coordination with Wings/Departments and translate findings into an approved Annual Training Plan with defined priorities and budgets.
  • Establish learning governance processes including training approval workflows, nomination criteria, and documentation standards.

Programme Design & Delivery

  • Design, coordinate, and oversee delivery of technical, regulatory, and managerial training programmes for NAFSA staff, including SPS-related capacity building in coordination with SAPW and Operational Wing (OW).
  • Develop structured induction programmes for new hires and transferred staff to ensure early productivity and regulatory orientation.
  • Facilitate internal knowledge-sharing sessions, workshops, and subject-matter seminars where appropriate.
  • Coordinate external trainers, institutions, development partners, and vendors ensuring quality, compliance, and value for money.

Competency Frameworks & Learning Pathways

  • Support development and refinement of competency frameworks aligned with job architecture and regulatory standards.
  • Develop role-based learning pathways and certification roadmaps for inspectors, scientists, technical staff, and managerial cadres.
  • Integrate training inputs with performance management and succession planning processes in coordination with HR Operations.

Training Governance, Monitoring & Evaluation

  • Establish measurable training KPIs and evaluation mechanisms (reaction, learning, behaviour, results) to assess effectiveness and institutional impact.
  • Maintain training records, certifications, and learning histories through structured documentation and/or LMS systems.
  • Prepare periodic reports and dashboards on training coverage, utilization, outcomes, and budget status for management review.
  • Identify capability gaps and propose corrective interventions.

Certifications & Professional Development

  • Coordinate professional certifications, study visits, and external development opportunities in line with approved policy and budget.
  • Ensure nomination transparency, bond/commitment documentation (if applicable), and compliance with approved development frameworks.
  • Monitor return-on-investment and retention risks associated with sponsored programmes.

Budget & Vendor Oversight

  • Support preparation and monitoring of the annual training budget.
  • Ensure vendor performance evaluation, contract compliance, and documentation completeness for audit purposes.
  • Maintain cost-effectiveness and value-for-money principles in training engagements.
  • Perform any other duties assigned by the Director HR & Administration consistent with NAFSA’s mandate.

Requirements

Education

  • Master’s degree (Minimum 16 years education) in HRD, Education, Management, Public Administration, or related discipline (HEC-recognized).
  • Professional certification in Learning & Development (e.g., CIPD, SHRM, or equivalent) will be considered an advantage.

Experience

  • Minimum 8 years of relevant experience in training design, organizational learning, capacity building, or HR development roles, including at least 4 years in a supervisory/managerial capacity.
  • Demonstrated experience designing technical training programmes for specialized/regulated sectors preferred.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
