Position Title: Research Assistant (Consultant), Philippines, Papua New Guinea, Pacific Islands, and Mongolia Monitoring, Evaluation, and Learning Activity (PIMMELA) Location: Philippines; primarily remote, with possible in-person travel to project sites in Puerto Princesa City, Mandaue City, Western Samar, Zamboanga del Sur, or Isabela, as required. Estimated period of performance: November 2026 to January 2027 Estimated level of effort: 22 person-days Reports to: Senior Researcher, with coordination with the PIMMELA Activity Manager (AM) as needed Background: The Philippines, Papua New Guinea, Pacific Islands, and Mongolia Monitoring, Evaluation, and Learning Activity (PIMMELA) is a US Department of State (DoS)-supported monitoring, evaluation, and learning project implemented by Tetra Tech. As a subcontractor on the PIMMELA project, Panagora Group is seeking a Research Assistant (Short-Term Technical Assistance) to support the finalization and dissemination of the evaluation of the TB Implementation Framework Agreement – TB Commitment Grant (TIFA-TCG) in the Philippines. The assignment will build on the existing Preliminary Evaluation Report prepared in January 2025 and focus on validating findings, addressing stakeholder comments, refining the analysis, and finalizing the evaluation report. Targeted follow-up may be undertaken, as necessary, to clarify findings or address material evidence gaps. This assignment does not involve conducting a new evaluation or a new round of primary data collection. Essential Job Functions: The following duties are considered essential to the role. Reasonable accommodation may be provided to enable individuals with disabilities to perform these essential functions: · Support document review and evidence extraction; · Maintain the comment-response matrix; · Support data and reference management; · Assist with targeted stakeholder consultations; · Support quality assurance of tables, figures, and annexes; · Assist in report revisions and formatting; and · Provide administrative and coordination support. Requirements Required Qualifications: · Bachelor's degree in health or social sciences, development studies, public policy, business management, or a related field · Minimum of 1 year of experience in research, evaluation, or assessment support roles · Demonstrated experience conducting qualitative research, including key informant interviews and focus group discussions · Strong notetaking, documentation, and reporting skills · Ability to work effectively in a remote setup and willingness to travel across the country · Excellent written and verbal communication skills in English Preferred Qualifications: · Familiarity with the TIFA-TCG mechanism or its implementation in the Philippines · Working knowledge of Philippine LGU health systems and local government structures Physical Requirements: · Prolonged periods sitting or standing at a desk and using a computer · Ability to travel to project sites and other locations as needed Panagora Group is an equal opportunity employer and prohibits discrimination and harassment of any type without regard to race, color, religion, age, sex, national origin, disability status, genetics, protected veteran status, sexual orientation, gender identity or expression, or any other characteristic protected by federal, state or local laws.
