Job Description:

QA/QC Manager

Qatar

Parsons is looking for an amazingly talented QA/QC Manager to join our team in Qatar! In this role, you will be responsible for leading and managing quality assurance and quality control activities across roads, drainage, utilities, and associated infrastructure projects. You will ensure that construction works are executed in accordance with approved drawings, specifications, contract requirements, quality standards, and project procedures while supporting the successful delivery of the project.

What You'll Be Doing

  • Leading the implementation and management of the project's Quality Management System (QMS).
  • Establishing and monitoring quality assurance and quality control processes across all construction activities.
  • Reviewing contractors' Quality Plans, Inspection and Test Plans (ITPs), method statements, material submittals, and quality documentation.
  • Monitoring compliance with project specifications, approved drawings, contract requirements, and applicable quality standards.
  • Managing quality audits, surveillance inspections, and compliance assessments throughout project execution.
  • Overseeing inspection and testing activities related to roads, utilities, drainage, structures, and associated infrastructure works.
  • Reviewing and managing non-conformance reports (NCRs), corrective actions, preventive actions, and quality improvement initiatives.
  • Coordinating with Resident Engineers, Site Engineers, Material Engineers, contractors, laboratories, and project stakeholders on quality-related matters.
  • Monitoring contractors' quality performance and ensuring effective implementation of quality management procedures.
  • Reviewing quality trends, identifying recurring issues, and recommending corrective measures to improve project performance.
  • Preparing quality reports, dashboards, audit reports, and management updates for project leadership and the client.
  • Supporting project handover activities through verification of quality records, testing documentation, and close-out requirements.
  • Ensuring compliance with project quality objectives and client requirements throughout the project lifecycle.
  • Driving continuous improvement initiatives to enhance quality performance and project delivery outcomes.

What Required Skills You'll Bring

  • Bachelor's Degree in Civil Engineering from an accredited university.
  • 14 years of experience in quality assurance and quality control for construction and infrastructure projects, including 7 years in a similar role.
  • Experience leading QA/QC activities on roads, drainage, utilities, and infrastructure projects.
  • Strong knowledge of quality management systems, inspection procedures, testing requirements, and quality assurance practices.
  • Experience reviewing and approving Quality Plans, Inspection and Test Plans (ITPs), method statements, and quality documentation.
  • Experience managing quality audits, non-conformance reports (NCRs), corrective actions, and continuous improvement initiatives.
  • Strong understanding of construction materials testing, inspection processes, and acceptance criteria.
  • Ability to interpret engineering drawings, specifications, contract requirements, and quality standards.
  • Experience managing quality teams and coordinating multidisciplinary quality activities.
  • Strong analytical, problem-solving, leadership, and report-writing skills.
  • Excellent communication and stakeholder management skills.
  • Proficiency in Microsoft Office applications, particularly Excel, PowerPoint, and Word.
  • Must be MMUP/MME certified in Qatar.

What Desired Skills You'll Bring

  • Professional quality certifications such as ISO 9001 Lead Auditor, CQE, or equivalent.
  • Experience delivering major roads, drainage, utilities, and infrastructure projects in Qatar or the GCC region.
  • Familiarity with Qatar Construction Specifications (QCS) and local authority quality requirements.
  • Experience working on large-scale infrastructure construction supervision projects.
  • Knowledge of ISO 9001 Quality Management Systems and auditing techniques.
  • Experience coordinating with contractors, laboratories, clients, and project stakeholders on quality-related matters.
  • Demonstrated success in improving quality performance and achieving project quality objectives.
  • Experience conducting supplier assessments, process improvement initiatives, and quality performance reviews.
  • Familiarity with digital quality management systems and electronic document control platforms.
