This role is for a Contract Contingent, Exempt 1099 Contract: No Overtime Pay International Development Program/Project Data Analyst (PILAB011). Professional generally located in Washington, District of Columbia, United States — National Capital Region Across The CONUS/OCONUS - Mid-Atlantic Region, supporting a Global labor-program environment spanning technical assistance, trade enforcement, field research, and multilingual stakeholders.

With STD Work/Job Site (Office) Language(s) being English, the International Development Program/Project Data Analyst | DOL ILAB Monitoring, Evaluation, Learning (MEL), and Data Services [PILAB011] is aligned with GSA Labor Category: Senior Consultant I. We seek International Development Program/Project Data Analyst candidates with relevant Government and Public Services Sector Experience (functional and technical area expertise also ideal) to support professional services engagement for Government and Public Services Sector Clients such as ILAB.

RESPONSIBILITIES AND DUTIES

International Development Program/Project Data Analyst | DOL ILAB Monitoring, Evaluation, Learning (MEL), and Data Services [PILAB011]

  • Provide Government and Public Services Sector-related Hybrid – On/Off Client Site and Virtual Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services for DOL ILAB Monitoring, Evaluation, Learning (MEL), and Data Services as a Labor Category: Senior Consultant I with activities generally located CONUS/OCONUS - Mid Atlantic | CONUS/OCONUS - Mid Atlantic Washington, District of Columbia, United States — National Capital Region.
  • Assess indicator validity, reliability, timeliness, precision, and integrity. Analyze project data, update Excel grantee reporting annually, and produce dashboards/network models.
  • Check data. Measure results. Make patterns clear.
  • Data quality, grantee reporting, and analytical visualization

Qualifications

  • Demonstrated DQA, indicator analysis, spreadsheet maintenance and documented analysis of sensitive program data.

Education / Experience Requirements / Qualifications

  • Recommended: bachelor’s degree in statistics, analytics, economics or related field and demonstrated relevant analytical experience.

  • This position aligns with functional and technical requirements in the Government and Public Services Sector and International Development Program/Project Data Analyst Candidates principally support DOL ILAB Monitoring, Evaluation, Learning (MEL), and Data Services Functional Area / Swim Lane / Category Disciplines.

Skills Required

  • Primarily focused on Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services initiatives, and aligned with Program Support activities in the DOL ILAB Monitoring, Evaluation, Learning (MEL), and Data Services Functional Area.
  • Advanced Excel, data cleaning, quantitative/qualitative analysis, reproducible workflows and dashboard design. Tools depend on assignment.

Competencies Required

  • Accuracy, reproducibility, confidentiality, and clear explanation of analytical limits.
