Build Products That Shape the Future of Healthcare Network Compliance

At Quest Analytics, we are helping health plans and regulators navigate some of healthcare’s most complex challenges, from network adequacy and provider access to regulatory compliance and network performance.

We’re looking for a Senior Product Manager – Regulatory who wants to do more than manage an existing roadmap. This is an opportunity to identify unmet market needs, build new solutions, and help shape the future of our regulatory product portfolio.

You’ll own product strategy from discovery through launch and optimization, working directly with regulator customers and users to understand their challenges and translate them into scalable SaaS solutions. You’ll partner closely with Engineering, Client Success, Sales, Product Marketing, Analytics, and other Product leaders to turn ideas into products that deliver measurable customer and business value.

We’re also building an AI-forward Product organization. We want someone who is curious about what’s next and actively uses AI and emerging technology to rethink how products are researched, designed, built, tested, and brought to market.

What You’ll Do:

  • Own the vision, strategy, roadmap, and execution for products and capabilities within Quest Analytics’ regulatory portfolio.
  • Identify opportunities to expand within the health plan regulatory market through customer discovery, market research, user feedback, and exploration of underserved needs.
  • Take new products and capabilities from discovery and business case through development, launch, adoption, and optimization.
  • Develop and defend business cases for new product investments, clearly articulating the customer problem, market opportunity, expected value, and measures of success.
  • Develop a deep understanding of regulator customers, users, workflows, and evolving market needs.
  • Define and monitor success measures tied to customer value, product adoption, revenue growth, and satisfaction.
  • Translate complex healthcare, regulatory, customer, and business needs into clear product and operating requirements.
  • Prioritize the product backlog based on strategic value, customer impact, business opportunity, and technical feasibility.
  • Partner closely with Engineering throughout discovery and delivery to make thoughtful tradeoffs and build solutions that are scalable and performant.
  • Use customer insights, product data, market intelligence, and large complex datasets to guide product decisions.
  • Navigate ambiguity, competing priorities, and complex stakeholder needs while maintaining momentum toward key commitments.
  • Champion AI-enabled product development practices that allow teams to learn, build, and deliver faster.
  • Use AI/LLM tools such as Claude, ChatGPT, Gemini, and emerging technologies for research, insight generation, ideation, requirements development, prototyping, validation, backlog refinement, and documentation.
  • Identify opportunities to automate or accelerate research, testing, reporting, and other product workflows.
  • Experiment with new ways AI can improve the product lifecycle while applying sound judgment and maintaining appropriate data integrity, security, and compliance standards.
  • Share learnings and help the broader Product organization continue developing its AI capabilities.
  • Serve as a key Product partner to Engineering, Client Success, Sales, Product Marketing, Analytics, and other stakeholders.
  • Build alignment across teams with different priorities and perspectives, influencing decisions without relying on direct authority.
  • Partner with go-to-market teams on positioning, launch strategy, sales enablement, and successful product adoption.
  • Communicate product strategy, decisions, progress, risks, and results clearly to audiences ranging from technical teams to executive leadership.
  • Mentor and support other Product Managers while contributing to the continued development of Quest Analytics’ Product organization.

What You'll Need:

  • 7+ years of Product Management experience within SaaS or equivalent relevant experience; healthcare technology experience strongly preferred.
  • Bachelor’s degree required; MBA or advanced degree preferred.
  • A proven track record of taking new products or significant capabilities from idea to market, with clear ownership across discovery, development, launch, and optimization.
  • Strong expertise in product discovery and modern product delivery methodologies.
  • Demonstrated experience leading complex, cross-functional initiatives and driving alignment across Product, Engineering, commercial, and customer-facing teams.
  • Hands-on experience using AI/LLM tools to improve research, product documentation, workflow efficiency, ideation, prototyping, or validation.
  • Strong customer-discovery skills and the ability to uncover needs that customers may not initially articulate.
  • Experience working with large, complex datasets and using data to inform product decisions.
  • Ability to develop compelling business cases and connect product investments to measurable customer and business outcomes.
  • Proven ability to influence without authority and move teams from discussion to decision and execution.
  • Excellent communication, storytelling, facilitation, and executive presentation skills.
  • Strong problem-solving skills with the ability to bring structure and clarity to complex or ambiguous challenges.
  • A customer-first mindset, high attention to detail, and the ability to thrive in a fast-moving environment.
  • Experience within health plans, payer technology, or healthcare SaaS.
  • Experience developing products for regulators, government agencies, or highly regulated healthcare environments.
  • Knowledge of network adequacy, provider networks, regulatory compliance, provider data, or healthcare analytics.
  • Experience launching data-intensive or analytics-driven products.
  • Experience using AI to materially accelerate the product development lifecycle—not simply for basic productivity.
