Public Works and Environmental Services This department is responsible for the effective and efficient planning, engineering, maintenance, rehabilitation and operation of the municipal road system, parks and open space, solid waste management services, water treatment and supply, wastewater collection and treatment, stormwater management, development approvals and general engineering services. Water and Wastewater Services Water and Wastewater Services is responsible for the operation and maintenance of all municipal water and wastewater facilities, including water treatment plants, water distribution systems, water pumping stations, water towers, water meters, sewage treatment plants, sewage collection systems, and sewage pumping stations. Purpose and Scope: Reporting to the Manager of Water/Wastewater Services, the Superintendent of Water Treatment is the Overall Responsible Operator (ORO) as prescribed in the Ministry of the Environment Regulation and is accountable for providing direction and instruction in the general operation and maintenance of the water treatment systems. The Superintendent is responsible for the day-to-day supervision and operations. The Superintendent is responsible for providing leadership to their work unit, including coaching and developing team members. Matters of a confidential nature shall be treated with due regard for the best interests of the municipality and its personnel. Duties and Responsibilities:
Designated under O'Reg 128/04 and act as the Overall Responsible Operator (ORO) for the Water Treatment unit.
The lead person day to day and in emergency situations deals with the Ministry of Environment Conservation and Parks (MECP), Health Unit and other regulating agencies as directed by the Manager.
Ensure compliance with all provincial, federal and municipal statutes and regulations as they pertain to water distribution and wastewater collection. Be responsible for compliance for all approvals, permits and licenses for the water treatment facilities and remote stations.
Supervise on a day-to-day basis, assign staff, including the management and approval of timesheets, vacation schedules, overtime and work schedules in accordance with City policies.Prepare and manage the work plan and schedules for all operational and maintenance activities with each work unit.
Closely monitor plant processes to ensure compliance with all Acts, Regulations and Approvals.
Take the lead in ensuring the preventative maintenance system is developed and maintained for each work unit.
Ensure staff completes operational checks, process control adjustments and preventative maintenance accordingly.
Closely monitor plant process to ensure chemical usage; hydro consumption and biosolids production, etc. are optimized.
Review, monitor and approve, timesheets, overtime and time off requests in accordance with City policies.
Direct and coordinate the activities of staff including monitoring daily activities to ensure completion and providing guidance to staff.
Assist with the preparation of performance evaluation reports for employees within the incumbents’ supervision and perform disciplinary action as required.
Coordinate work with the other Superintendents, Compliance Coordinator and other City staff to share resources and/or equipment as necessary.
Coordinate larger maintenance or capital projects ensuring adequate staffing, equipment and contractors.
Receive, respond to and resolve complaints, inquiries and requests for information and deal with all contacts in a courteous, efficient manner to promote a high standard of public relations at all times.
Prepare reports for the Manager of Water/Wastewater Services, the Director, Committee/Sub-Committees or the public as required.
Work with the other Superintendents and the Manager on developing capital and operating budgets and monitoring expenses.
Ensure adherence to the City’s and Provincial Occupational Health and Safety policies and procedures and ensure that all staff comply with policies and regulations.
Prepare and provide in house training when required.
Coordinate and authorize all purchasing necessary for the work unit and ensure adherence to the City’s purchasing policies.
Assist with the preparation of Request for Quotations (RFQ) and tenders.
Project Management of capital projects and larger maintenance work, complete site inspection and verify payment requests.
Ensure all tools, equipment and vehicles are used safely and maintained including documentation of all activities.
Attend Committee meetings or its’ Sub-Committee meetings as required and participate in the MECP or industry working groups to ensure the City is current with industry trends.
Supervise additional work units in the absence of one of the other Superintendents.
Work with the Compliance Coordinator to develop Standard Operating Procedures, and Standard Operating Guidelines.
Be available after regular business hours to support the on call operator in charge as the ORO and respond to emergencies as required 24 hours a day, 7 days a week.
Perform such other duties necessary and assigned to maintain the continuity of functions under the incumbent’s jurisdiction.

Assist with the recruitment and selection of staff.
Assist the Manager with the preparation and maintenance of appropriate databases for use in the department and other City departments.
Perform such other duties necessary and assigned to maintain the continuity of functions under the incumbent’s jurisdiction.
Assist with training and scheduling staff, processing timesheets and maintaining current records.

Education/Specialized Training/Skills: The position will require:
A minimum of a three (3) year community college diploma in Environmental Engineering Technology or a related field, or an approved equivalent combination of education and experience.
A valid certification/licence in Class III Water Treatment and Class II Water Distribution.
Proven knowledge of applicable Ontario Regulations is mandatory.
A valid Class G Driver’s Licence and a safe driving record in good standing, satisfactory to the employer.
The ability to provide excellent judgement under pressure and meet timelines are essential with the ultimate responsibility to provide safe water treatment and supply environmentally safe wastewater treatment and collection for the public.

Work Experience: This position requires:
A minimum of five (5) years of progressive experience directly related to water and wastewater treatment.
Progressive and responsible understanding of and experience in municipal water and wastewater systems.

Experience working with Quality Management Systems.
Previous municipal experience.
Previous leadership experience in municipal or broader public, private or voluntary sector environments.
Previous experience in a unionized work environment.
Decision Making: The position is responsible for making rational, spur of the moment decisions when dealing with emergency water/wastewater issues which have the potential to cause serious human concern. It is also responsible for providing timely, accurate information, advice and reports to the Manager of Water and Wastewater Services, division staff, and other City departments where appropriate. Supervision: The position is responsible for the supervision of division staff including defining and assigning work, providing training and leadership, evaluating staff performance and other supervisory responsibilities. Work Environment:
As the designated ORO, legislated to be on call and available 24/7 to respond to emergencies and provide direction/guidance to operations staff.
Attend day or evening Committee meetings as required.
Work in an office environment and outside environment as required.
Requirement to work at various locations in Quinte West.
Work in an office environment with regular exposure to outside elements.
Work in treatment facilities and remote sites as required.
May be required to work evenings and weekends and respond outside of normal working hours as required.
