Overview

The RAND Corporation is a nonprofit institution that helps improve policy and decision-making through research and analysis. RAND is widely respected for operating independently of political and commercial pressures as a nonpartisan organization. RAND values objectivity and integrity in both its research processes and internal interactions. We emphasize a collegial environment that respects the contributions and dignity of all staff.

RAND Health is a research division of RAND that strengthens health care systems and the societal conditions that support health, in the United States and internationally. The division helps local, state, and national governments throughout the world identify policy challenges, develop and evaluate options to address them, implement changes, and evaluate their effects. It also conducts research for foundations, nongovernmental organizations, private businesses, professional associations, and community groups.

Division work is organized in three programs: Financing and Organization, which analyzes the economic and structural foundations of health systems; Health Services and Outcomes, which examines health care delivery and the quality of care patients receive; and Population Health, which works to understand and improve health outcomes at the community and societal level. RAND Health projects draw on RAND research talent spanning a range of disciplines, including economics, health policy, medicine, statistics, psychology, and epidemiology. Health division teams draw on the best available qualitative data, quantitative data, and methodological tools to deliver insights and actionable recommendations to policymakers.

Position Description

The Health Division Vice President oversees a broad portfolio of active research projects and generates annual revenue of approximately $85-90 million. As a member of RAND's senior management team, the Vice President participates in corporate decision making and collaborates with leaders across the organization. This is a 5-year term position, with a possible 2-year renewal position. Position responsibilities are expected to require 100% of the Vice President's time.

  • Lead the division's management team, including the associate division director, program directors, quality assurance, and operations leaders
  • Develop and execute the division's strategic plan, including research priorities, business strategy, staffing plans, and talent development
  • Oversee the division's research portfolio spanning health care financing and organization, health services and outcomes, and population health, ensuring methodological rigor and alignment with RAND's broader strategic objectives
  • Build and sustain strategic relationships with government agencies, foundations, health systems, and other organizations as both sponsors and partners
  • Collaborate with RAND research division leaders and departments to strengthen business development, expand policy impact, and support research staff management and development
  • Represent RAND as a principal spokesperson on health and health care policy to senior officials and other key stakeholders

Qualifications

  • Exceptional leadership and management skills, with a demonstrated ability to build and direct large multidisciplinary teams, attract and develop research talent, and coach and mentor senior researchers and leaders
  • Recognized expert in health policy or health services research
  • Established network and demonstrated experience engaging senior officials across government, health systems, academia, and philanthropy
  • Proven track record in business development, including sponsor engagement and revenue generation in government, foundation, or research environments
  • Excellent analytic skills, with the ability to oversee research quality, understand diverse methodologies, and articulate RAND's analytical capabilities
  • Proven enthusiasm for and judgment in adopting advanced analytic and AI-enabled research methods, with a track record of translating new tools into meaningful research value
  • Ability to travel approximately 20% of the time

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
