This position leads a team of functional SMEs supporting Oracle E-Business Suite financial operations, system enhancements, testing, training, and end-user support. The Team Lead serves as a liaison among government leadership, business owners, financial users, system integrators, and development teams to translate business needs into system requirements, resolve complex issues, and maintain continuity of financial operations.

Key Responsibilities

  • Team leadership and delivery: Lead and coordinate a team of functional SMEs; establish priorities, assign work, monitor progress, and ensure timely delivery of customer requirements, executive taskers, and project commitments. Provide weekly metrics, status updates, risk assessments, and recommendations to government and company leadership.
  • Functional financial systems support: Provide expert guidance on Oracle E-Business Suite and FSMS business processes, financial transactions, reporting, and internal controls. Research and resolve complex system and process issues, including discrepancies affecting financial operations.
  • Requirements and system enhancements: Gather, analyze, document, and prioritize business and financial requirements. Develop business case change requests and enhancement proposals, review Functional Design Documents, and coordinate with technical teams to ensure proposed solutions address user needs and financial control requirements.
  • Testing and deployment readiness: Lead User Acceptance Testing (UAT) and regression testing for system enhancements, integrations, cloud migrations, and other modernization initiatives. Coordinate test plans, scripts, schedules, execution, defect tracking, remediation, and retesting. Report testing progress, unresolved issues, risks, and readiness for deployment.
  • Incident management and help desk support: Oversee Tier 0 financial systems help desk activities, including ServiceNow incident triage, prioritization, assignment, escalation, and resolution tracking. Provide hands-on backup support and coordinate resolution of complex incidents with functional and technical stakeholders.
  • Lines of accounting, projects, and tasks: Lead annual and ongoing creation, maintenance, and validation of FSMS lines of accounting and associated project and task structures. Coordinate configuration updates supporting fiscal year transitions, organizational realignments, and changing business requirements.
  • Training and user adoption: Develop, update, maintain, and deliver instructor-led FSMS training for TSA end users. Maintain job aids, standard operating procedures, and other user guidance to reflect system changes and promote consistent business practices.
  • Stakeholder coordination and process improvement: Coordinate across government offices, service providers, and system integrators to resolve dependencies, strengthen system governance, improve workflows, and support financial compliance. Support G-Invoicing initiatives and provide functional backup for purchase card operations as needed.
  • Performance reporting: Maintain workload, incident, enhancement, testing, and defect metrics. Use collaboration and reporting tools to improve visibility, accountability, and leadership decision-making.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
