Job Description

SAIC is seeking a detail-oriented Mid-Level Program Analyst to support a generic federal government contract on the contractor side. In this role, you will partner directly with the Program Manager (PM) and government stakeholders to track program execution, manage contract deliverables, monitor financial burn rates, and mitigate schedule risks. The ideal candidate understands the rhythm of federal contracting and thrives on turning complex program data into actionable insights for leadership.

  • Assist in tracking project milestones, deliverables, and timelines.

Deliverables Management

  • Track, format, and coordinate all Contract Data Requirements List (CDRL) submissions, including Monthly Status Reports (MSRs) and Weekly Activity Reports (WARs).
  • Ensure quality control of all external deliverables prior to client submission.

Financial & Resource Analysis

  • Monitor contract burn rates, track subcontractor invoicing, and assist the PM with Estimate at Completion (EAC) and variance analysis.
  • Provide tracking and analysis of funding, invoices, and overall financial health.

Risk & Issue Management

  • Maintain the program Risk Register, facilitate risk review boards, and track mitigation action items to closure.

Stakeholder Communication

  • Prepare executive-level briefing decks, Program Management Review (PMR) materials, and meeting minutes for government counterparts.

Process Improvement

  • Establish Standard Operating Procedures (SOPs) and governance workflows to streamline team onboarding, timekeeping, and quality assurance.

Qualifications

Education Requirements

  • Bachelors degree and three (3)+ years of experience in program analysis, project coordination, or financial tracking within a federal government contracting environment; Six (6) years’ additional experience can be considered in lieu of degree.

Clearance Requirements

  • U.S. Citizenship required with an active Secret Clearance or the ability to obtain one prior to start; US Citizenship required.

Required Skills

  • Advanced proficiency in Microsoft Excel (pivot tables, complex formulas, VLOOKUPs/XLOOKUPs) and PowerPoint.
  • Hands-on experience with scheduling and collaboration tools (e.g., MS Project, Jira, or Smartsheet).
  • Demonstrated familiarity with CDRL management, contract types (FFP, T&M, Cost-Plus), and federal acquisition lifecycles.

Desired Skills

  • CAPM, PMP, or Agile/Scrum certification.
  • Prior experience supporting Department of Defense (DoD) programs.
  • Familiarity with Earned Value Management (EVM) concepts.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
