参与制定并执行公司所有产品（PTX,RSV, Flu等）的投标挂网策略和年度/季度计划，组织协调招投标及遴选的相关工作，确保招投标及遴选流程及交付材料等符合招投标/遴选机构的要求；招投标/遴选的日常运营管理。

主要职责

1. 支持招标/遴选策略制定

  • 参与制订并主导执行公司投标挂网策略和年度/季度计划，确保与公司整体策略及团队目标保持一致；
  • 按照公司内部SOP确保全流程各环节的合理性和准确性，并符合政府相关部门要求；
  • 整合分析招标数据，评估招标效果与价格/准入趋势，定期向管理层及跨部门汇报；
  • 基于数据分析和政策动向，识别风险并提出策略优化建议和改进方案；
  • 系统跟踪竞品招标动态，进行竞品分析，并定期输出洞察，为策略制订提供支持；

2. 执行招投标/遴选策略，按要求落实招投标/遴选

  • 解读招标/遴选文件，分析并预判招标风险，对重点风险项制定应对预案，并在复杂情形下独立判断，提供解决方案；
  • 编制招投标/遴选资料，需要时组织并协调相关部门给予支持，确保资料无误以及后续流程符合要求；
  • 甄别分析风险点，及时上报并提供给解决方案；

3. 日常运营管理，包括维护招采平台及系统数据、维护首营资质与客户支持、跟进疾控合同审批等；

  • 维护各省级招采平台及系统数据，包括数据手收集归档以及全国招标数据的及时填报，定期核查数据质量，识别异常并提供解决方案，完善及优化相关数据库；
  • 根据疾控客户要求，审核并及时提供首营资料和资质文件，包括文件的及时更新；
  • 回答客户疑问，包括产品、公司信息等，拟定客户说明函；
  • 分析相关合同条款，识别潜在风险，提交相关部门审批并跟进进度，及时完成订单合同签订；

4. 优化招投标、遴选的日常管理工作，优化机制，包括统一管理相关公章流程和日常工作的有效持续

  • 严格管理公章文件，作为商务团队对外加盖公章书面文件的唯一统一出口，除特殊情况外，所有需加盖公章的对外文件均由本岗位统一发起和办理，其他同事不单独申请盖章，用印合规；
  • 建立并维护公章文件的申请、审批、用印、归档台账，确保全程可追溯全流程；
  • 对招标/遴选结果进行针对性分析，定期总结经验与问题，优化相关流程或机制，形成改进建议并应用于后续招标/遴选工作；
  • 建立团队的替补与协同支持机制，视情况参与战略与运营团队其他同事的工作，或作为其替补，确保关键工作在人员缺席时不中断、业务连续；

岗位要求

教育背景:

• 本科及以上学历，医药、市场营销、公共卫生、管理等相关专业优先

经验技能:

• 具备医药行业招投标、政府事务或市场准入相关工作经验

能力要求:

• 熟悉各省级招采平台操作流程及国家/地方招标政策法规

• 具备招标文件解读、价格评分分析、竞品价格分析及合同条款分析能力

• 熟练使用Excel，PPT等办公软件进行数据处理，熟悉招标管理系统等操作

• 跨部门沟通协调能力强，能够有效对接销售、订单、客服、法务、财务等多个内部团队

• 工作细致严谨，具备较强的多任务并行处理能力（能够同时管理日/周/月/季/年多周期任务）

• 良好的问题解决能力及客户沟通能力，能够清晰解释政策要求和合同条款

• 良好的中英文听说读写能力
