Job Description

Drive the digital infrastructure at the heart of Scotland’s property market and help shape the future of energy performance certification.

Join the Heat in Buildings Assessment Register Team within the Scottish Government as the Team Leader, leading the operation and development of the digital, statutory Energy Performance Certificate (EPC) Register. The team is responsible for ensuring the effective delivery of a critical national digital service that supports property transactions, government schemes, climate change reporting and wider Heat in Buildings policy, while delivering the most significant EPC reforms in Scotland for over 17 years.

You will lead the operational oversight of the Scottish EPC Register, ensuring it remains a high-performing, customer-focused digital service that meets the needs of users across the property and energy sectors. The role's key objective is to provide strategic leadership for this nationally important, public-facing digital asset, supporting ongoing service improvement, future legislative requirements, and the successful delivery of Scotland's energy efficiency and climate ambitions.

  • Be responsible for the overall governance of live service management, both through suppliers and in-house.
  • Co-ordinate the team to investigate problems, implement solutions, and take preventive measures.
  • Deliver a model to support and maintain future technologies and any databases that coexist within the current environment.
  • Demonstrate a thorough understanding of the technical concepts required for the role and explain how these fit into the wider technical landscape.
  • Manage testing, risk, and customer relations workstreams.
  • Prioritise and define approaches to understand the user story, guiding others in doing so.

  • Extensive expert-level knowledge of applying standards associated with national and international IT best practice, including experience of accreditation and compliance, and ensuring that these standards are applied when delivering innovative, secure, and cost-effective business services.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
