Job Summary

The Property Manager supports the Housing Department in the administration, operation, and regulatory compliance of affordable and U.S. Department of Housing and Urban Development (HUD)-assisted housing programs serving individuals with disabilities and households with low incomes. This position provides portfolio-level support for occupancy, resident eligibility, leasing, housing records, compliance reporting, audits, inspections, and financial administration. The Property Manager performs assigned responsibilities in accordance with applicable federal, state, and local requirements; governing regulatory agreements; approved tenant selection plans; and agency policies and procedures. Applicable programs may include HUD-assisted housing, the Low-Income Housing Tax Credit (LIHTC) program, Home Investment Partnerships Program (HOME), State Housing Initiatives Partnership (SHIP), Section 8, bond-financed housing, and other funding sources. The Property Manager serves as a liaison with regulatory agencies, funding partners, auditors, Preferred Compliance Solutions, the Compliance Partner, the Leasing Partner, property management staff, residents, and applicants.

Primary Duties

  • Compliance, Inspections, and Audits: Prepare for and support regulatory audits, monitoring reviews, and inspections, including SHIP, Community Housing Development Organization (CHDO), HOME, Neighborhood Stabilization Program (NSP), Management and Occupancy Review (MOR), and National Standards for the Physical Inspection of Real Estate (NSPIRE) activities, as applicable. Conduct or assist with unit and property inspections; document conditions; schedule appointments; coordinate corrective actions; track timely completion; and retain supporting documentation. Immediately escalate life-threatening health and safety hazards and significant staff, resident, compliance, or operational concerns. Travel to organizational sites as required.
  • Resident Eligibility, Leasing, Occupancy, and Waiting Lists: Manage assigned affordable-housing operations across more than 20 housing corporations and 40 waiting lists. Responsibilities include responding to inquiries; processing applications; determining eligibility; showing units; completing leases, annual and interim recertifications, move-ins, move-outs, and transfers; collecting rent; coordinating resident relocations; and processing approved lease violations and evictions. Apply tenant selection plans, screening criteria, preferences, fair housing requirements, and agency procedures consistently. Issue required notices, respond promptly and professionally to applicants and residents, maintain complete records, and obtain management or legal approval before initiating formal enforcement action.
  • Applicant, Resident, and Certification File Coordination: Use CertifyMe+ and work with the Leasing Partner, Compliance Partner, and Preferred Compliance Solutions to manage applicant, resident, leasing, and certification files. Review, prepare, enter, transmit, organize, and safeguard records to ensure completeness, accuracy, consistency, timely submission, confidentiality, data security, and record integrity. Communicate professionally and accessibly with applicants, residents, staff, partners, regulators, auditors, and vendors. Promptly route reasonable accommodation and modification requests, comply with Violence Against Women Act (VAWA) requirements, and elevate matters requiring management, compliance, legal, fair housing, or other authorized review.
  • Financial Administration, Collections, and Resident Accounts: Collect, post, receipt, safeguard, and deposit rent payments; maintain accurate resident accounts; and coordinate approved payment arrangements, grant requests, collections, legal correspondence, and lease-enforcement activities. Follow all requirements for deposit timing, reconciliation, segregation of duties, confidentiality, approvals, and audit trails. Identify and promptly escalate financial, compliance, safety, or resident-service risks that fall outside delegated authority.
  • Program Compliance, Reporting, and Operational Accountability: Maintain accurate and timely reports, schedules, logs, spreadsheets, applicant and resident files, financial records, inspection documentation, and compliance records in paper and electronic systems. Assist with utility allowance reviews, income discrepancies, special claims, resident notices, rent and certification updates, and approved HUD system submissions. Comply with Enterprise Income Verification (EIV) security and record-retention requirements; maintain cross-training to support operational coverage; and recommend and implement approved process or policy improvements. Meet all regulatory and operational deadlines, exercise sound judgment within delegated authority, perform routine office and property duties with or without reasonable accommodation, and complete other related duties as assigned in accordance with applicable requirements and agency policies.

Additional Responsibilities

  • Maintain cross-training in assigned property management, leasing, occupancy, financial, and compliance functions to provide operational coverage when needed.
  • Recommend and implement approved procedural and policy improvements that enhance operational efficiency and compliance.
  • Prepare operational reports, schedules, and compliance documentation accurately and within established deadlines.
  • Coordinate appointments, inspections, audits, monitoring reviews, corrective-action follow-up, and meetings.
  • Respond to resident and applicant inquiries, concerns, and complaints professionally, consistently, and within established timeframes; refer matters requiring management, compliance, legal, fair housing, Violence Against Women Act (VAWA), or reasonable-accommodation review to the appropriate authorized party.
  • Protect data security, confidentiality, and record integrity in accordance with applicable requirements and agency policies.
  • Promptly report staff, resident, compliance, safety, financial-control, or operational concerns to the Housing Director or other designated supervisor.
  • Perform other duties as assigned.

Qualifications: Education, Experience, and Certification(s)

  • Bachelor’s Degree (BA or BS) required.
  • Associate’s Degree (AA or AS), plus two (2) years of experience in housing administration may substitute for Bachelor’s Degree.
  • High school diploma or General Educational Development (GED), plus four (4) years of experience in housing administration may substitute for degree.
  • Certified Occupancy Specialist (COS) certification required.
  • Valid driver’s license with an acceptable Motor Vehicle Record (MVR) required.
  • A current Florida Community Association Manager (CAM) license, commonly referred to as an LCAM license, is preferred.
  • A current Florida Real Estate Sales Associate license is preferred.
  • Certified Manager of Maintenance (CMM), Fair Housing Specialist, and Advanced Certified Housing Specialist certifications preferred.

Knowledge, Skills, and Abilities

  • Working knowledge of applicable Florida landlord-tenant laws and federal, state, and local fair housing laws and regulations is required.
  • Ability to communicate professionally with applicants, residents, staff, vendors, regulators, auditors, and partner organizations; protect confidential information; and provide effective service to individuals with disabilities and households with low incomes.
  • Ability and willingness to travel by automobile and airplane to any organizational site, and to attend inspections, meetings, training, audits, or other business activities is required.
  • Proficiency in Yardi property management software and the Enterprise Income Verification (EIV) system is required.
  • Completion of required job-related training and maintenance of applicable certifications in fair housing, VAWA, EIV security, HUD, LIHTC, and other required areas within timeframes established by the organization or applicable program required.
  • Proficiency in Microsoft Office applications and the ability to learn agency-specific housing software systems.
  • Strong written and verbal communication skills.
  • High attention to detail with a demonstrated ability to maintain accuracy and compliance in documentation and reporting.
