The posting

[What the role is]

You will be part of the Operational Support Services (OSS) team at the Integrated Waste Management Facility (IWMF), responsible for overseeing financial operations, revenue management, budgeting, forecasting, and operational cost monitoring. You will also drive process improvements and automation initiatives, ensure compliance with financial and regulatory requirements, and support business intelligence and data analytics initiatives.

[What you will be working on]

You will perform following core duties in the Operational Support Services team:

  • Drive the design and roll out of dedicated financial system capabilities as an inaugural initiative to streamline, standardise, and automate invoicing workflows for synergy arrangement related billings.
  • Perform billing, revenue reconciliation, and collection activities for multiple income streams, including electricity sales, synergy arrangement proceeds, and non-account holder weighbridge transactions. Undertake transaction validation, discrepancy investigation, debtor follow up and ensure timely and accurate revenue realization.
  • Lead financial planning, forecasting and cash flow management for IWMF, including the collation and review of revenue, expenditure and CAPEX budgets and variance analysis to support management decision-making; define, track and report key performance indicators fully aligned to Green Bond reporting requirements, maintain transparency, and fulfil sustainability linked financial disclosure obligations.
  • Execute operational cost control and ongoing monitoring; systematically track variable operating expenditure across all TSNA (Tuas Synergy Nexus Arrangement) defined operating lines.
  • Compile, validate and furnish management with structured financial performance datasets and analytical insights to underpin the statutory 5 yearly TSNA review exercise (with the inaugural review scheduled in 2 years’ time). Support gap analysis and evidence collation for the formal review submission.
  • Partner with the respective divisions that drive procurement, ensuring alignment with approved budgets, financial controls, maintaining a general understanding of technical requirements.
  • Ensure compliance with financial policies, regulatory requirements, and internal control frameworks; support month-end close, audit activities, and year-end financial closing; and identify financial and operational risks, recommending mitigation strategies.
  • Take ownership of core HR related deliverables: post EES engagement sessions, consolidate and analyse training participation statistics, coordinate IWMFD performance ranking exercises.
  • You may also be tasked to take on initiatives and projects related to business intelligence which could cover end-to-end data-driven business support, including business requirement collection, KPI definition, data extraction, cleansing, modelling and visualization development with the aim to build structured reports and interactive dashboards, analyse operational trends and anomalies, and deliver actionable insights to facilitate data-based decision-making, alongside routine platform maintenance, user permission management and continuous optimization of analytics solutions.

[What we are looking for]

  • Bachelor’s or Master’s Degree in Finance, Accounting, Business Analytics, Economics or related fields and/or equivalent field.
  • Minimum 5–10 years of relevant experience is preferred in the area of finance operations, revenue assurance, financial planning, or operational support, preferably in utility/energy or statutory board settings.
  • Proven experience in revenue reconciliation, discrepancy resolution, financial forecasting, cash flow management, and operational cost monitoring.
  • Hands-on exposure in process automation, invoicing workflow enhancement and statutory review supporting activities.
  • Experience in end-to-end business intelligence projects, data modelling, dashboard development, and data-driven business analysis.
  • Professional finance qualifications (ACCA, CPA, CMA) are highly preferred.
  • Familiarity with Green Bond reporting, ESG disclosure and business intelligence analytics is advantageous.
  • Proficiency in Workday, dashboarding tools such as Power BI, Tableau, and programming knowledge will be an advantage.
  • Strong financial analytical skills with high accuracy in transaction validation and financial reporting.
  • Ability to define, track and report KPIs in compliance with sustainability and regulatory disclosure requirements.
  • Capable of analysing operational trends, identifying anomalies, and delivering actionable business insights.
  • Proficient in data processing, visualisation development, and continuous improvement of financial and BI workflows.
  • Well-rounded organisational skills to manage finance, operational, BI, and ad-hoc HR-related coordination tasks.
  • High integrity, strong ownership, and meticulous work attitude.
  • Excellent analytical problem-solving skills and structured thinking.
  • Proactive in driving process optimisation and project delivery.
  • Strong stakeholder engagement, multi-tasking abilities, and adaptability.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
