The Coordinator will design and run the verification routines that confirm assistance recorded was assistance delivered, lead post-distribution monitoring and beneficiary feedback, maintain the project indicator framework, and ensure that donor reporting rests on evidence that will withstand audit. The position is deliberately independent of distribution: the Coordinator verifies project data but does not record it. The position will be based in Bissau city, Guinea-Bissau.
3. Areas of Responsibility

- Design, document and run verification protocols covering registration records and distribution records.
- Conduct sample-based physical and documentary verification of assistance recorded in the database.

- Hold edit rights over verification fields in the project database, which are restricted from distribution staff.
Monitoring and Indicator Management
- Maintain indicator reference sheets defining how each indicator is calculated, from which fields, and by whom.
- Track progress against project targets and the approved workplan, and flag variance early.
- Configure and maintain indicator reporting in the project data platform.

- Operate the beneficiary feedback and complaints mechanism, including recording, referral and closure of cases.
- Monitor referral follow-through for beneficiaries identified as having specific needs.
- Ensure beneficiaries are informed of their entitlements and of how to raise a complaint.
Reporting and Audit Readiness
- Prepare the monitoring sections of donor reports and ensure every reported figure is traceable to source records.
- Maintain the audit trail linking reported results to underlying data.
- Support internal and external audits, evaluations, and donor monitoring visits.
Capacity Building
- Train field and office staff on data collection standards, verification expectations and accountability obligations.
- Provide written guidance on common data quality errors and how to prevent them.
4. Education and Experience Requirements
- Bachelor's degree in statistics, social sciences, development studies, monitoring and evaluation or a related field. A Master's degree is preferred.
- Minimum of four years of monitoring and evaluation experience, of which at least two years in a humanitarian context.
- Demonstrated experience designing and running data verification or data quality assessment protocols is required.
- Experience with ActivityInfo or a comparable monitoring platform is required.

- Portuguese and Guinea-Bissau Creole required. Working proficiency in English required. French is an asset.
SFL is interested in applicants whose professional ethics, values, and determination to achieve impact are evident and aligned with organizational priorities.
6. Additional Notes
- This position is contingent upon donor funding and final award of the project.
- The position requires regular travel to reception and distribution sites for verification purposes.
- The position reports to the Project Manager and is independent of the distribution function, in order to preserve the separation between recording and verifying project data.
