Position Summary

The Senior Director of 340B Strategy partners with health systems to enhance, optimize, and transform their 340B programs through a combination of strategic advisory services, operational excellence, data-driven insights, and innovative technology solutions. The role is responsible for identifying and implementing strategies that enhance 340B savings, improve program performance, strengthen compliance, and expand access to care for vulnerable patient populations.

As a senior leader, the Senior Director serves as a trusted advisor to health system pharmacy, finance, compliance, operations, and executive leadership teams, helping organizations navigate the evolving 340B landscape while developing sustainable strategies to achieve both financial and patient care objectives. This role is at the forefront of advancing 340B programs nationwide through innovative problem-solving, emerging technologies, and continuous program optimization.

The Senior Director is accountable for the full lifecycle of Shields' 340B services across their assigned portfolio. This includes program assessments, strategic planning, implementation of new initiatives, operational optimization, technology deployment, regulatory guidance, and ongoing advisory support. The role works closely with internal operations leadership and health system partners to identify opportunities for growth, enhance program capture and savings, implement enhancement strategies, optimize contract pharmacy, evaluate new 340B opportunities, and leverage technology to improve visibility and program performance.

The Senior Director is expected to act as a subject matter expert and thought leader on all aspects of 340B strategy, operations, compliance, reimbursement, and emerging industry developments. Success in this role is measured by the ability to deliver meaningful financial and operational outcomes, strengthen partner relationships, and drive continued innovation across the 340B ecosystem.

Essential Functions & Responsibilities

The following duties are representative of the essential functions of this position. Additional responsibilities may be assigned as business needs require.

  • Serve as the thought leader on all 340B matters with credible experience working with and influencing pharmacy, finance, and operations teams across health systems.
  • Develop and drive 340B strategy across the regions, continuing to evolve 340B strategies based on the 340B Federal statute, HRSA guidelines, HRSA audit trends, and industry knowledge.
  • Maintain a thorough understanding of the 340B program, including monitoring legislative changes or proposed 340B regulations, and communicate current 340B trends and interpretations directly affecting health system partners.
  • Analyze 340B opportunities across the regions, including contract pharmacy expansion opportunities.
  • Develop customized roadmaps and granular project plans for executing 340B enhancement strategies across the regions and project manage to completion.
  • Drive the implementation and track execution of 340B strategies across health system partners.
  • Develop annual 340B strategy targets and guide health systems through the implementation of 340B strategies to increase the number of 340B eligible patients and drive 340B savings. This includes but is not limited to provider-based clinic conversions and implementation of Collaborative Drug Therapy Management programs.
  • Project manage provider-based clinic conversions and implementation of Collaborative Drug Therapy Management programs.
  • Perform weekly audits of non-340B prescriptions dispensed by partner pharmacy locations and analyze for missed opportunities. This includes gathering supporting documentation from the EMR to identify 340B optimization opportunities.
  • Develop an innate knowledge of partner pharmacy dispensing systems, EMRs, and various 340B platforms to monitor 340B activity.
  • Implement 340B programs for new pharmacies, including advising on 340B TPA and accumulator setup.
  • Review Hospital Medicare Cost Reports and identify 340B-eligible departments for opportunities.
  • Develop and/or update 340B policies and procedures utilized by health system partners to reflect 340B program best practices.
  • Develop and update 340B program reporting detailing 340B volume, financial value, and other 340B KPIs as needed.

Required Qualifications

Education

  • Bachelor's degree or equivalent experience

Experience

  • Six or more years of direct 340B program management or 340B consulting experience

Technical Skills

  • Proficient in Excel and PowerPoint

  • Excellent written and verbal communication skills with the ability to interface effectively with staff, physicians, patients, executives, and colleagues at all levels
  • Strong technical aptitude and ability to navigate medication management software, healthcare billing systems, electronic medical records, 340B third-party administrators, pharmacy management and dispensing systems, and Microsoft applications
  • Ability to take a data-driven approach and distill complex subjects into structured frameworks and actionable plans

Preferred Qualifications

  • Experience with 340B TPA systems
  • Exposure to 340B from covered entity, pharmacy, and TPA perspectives

Work Environment

  • Remote work environment
  • Travel to health system partners, corporate offices, and conferences as needed
