Nous recherchons un(e) conseiller(ère) senior en gouvernance TI pour un mandat stratégique de 36 mois au sein d’une grande organisation publique du réseau de la santé au Québec. Vous jouerez un rôle clé dans la mise en place et l’évolution des cadres de gouvernance liés aux projets de transformation numérique et d’intelligence artificielle.

Responsabilités principales

  • Élaborer des cadres stratégiques, des politiques organisationnelles et des assises de gestion
  • Conseiller la haute direction sur la gouvernance TI (stratégique, tactique et opérationnelle)
  • Encadrer la gouvernance de projets IA : IA responsable, cycle de vie des solutions, traçabilité, suivi et détection des dérives et des biais
  • Réaliser des analyses de faisabilité, d’impact organisationnel (processus, rôles, modes de fonctionnement) et de risques, avec plans d’atténuation
  • Modéliser les processus d’affaires et assurer la gestion et la traçabilité des exigences
  • Gérer des partenariats stratégiques et mobiliser les différentes parties prenantes
  • Soutenir la gestion du changement organisationnel en contexte Agile ou hybride

Exigences

Formation

  • Baccalauréat en administration des affaires, en gestion, en management ou dans un domaine pertinent (une combinaison d’expérience et de certifications pertinentes peut compenser)

Expérience

  • 10 ans et plus d’expérience en gouvernance TI
  • 3 ans et plus dans un rôle de conseiller stratégique senior
  • 5 ans et plus comme conseiller en gouvernance dans des projets d’IA ou de transformation numérique, au sein d’une grande organisation
  • 5 ans d’expérience en analyse de la gouvernance, avec 2 ou 3 projets technologiques complexes au cours des 5 dernières années
  • Expérience dans un organisme public
  • Expérience démontrée dans l’élaboration de cadres stratégiques et de politiques, et en gestion de partenariats stratégiques
  • Expérience concrète de projets Agile ou hybrides
  • Expérience en modélisation de processus, en analyse d’impact organisationnel, de faisabilité et de risques, et en rédaction d’assises de gestion

Connaissances

  • Cadres de gouvernance TI
  • IA responsable, ainsi que les enjeux éthiques (biais, équité, explicabilité) et réglementaires de l’IA en santé
  • Réglementation sur la protection des données
  • Bonne compréhension technique de l’écosystème Microsoft (Azure, Microsoft 365, Power Platform), de Power BI, des bases de données, des API, du MLOps et du DevSecOps (sans nécessairement développer soi-même)
  • Maîtrise avancée de Microsoft 365 (Project, Planner, SharePoint, Teams, Excel, PowerPoint) et d’au moins un outil de suivi de portefeuille (Azure DevOps, Jira ou équivalent)
  • Méthodologies de gestion de projets (Agile, Waterfall, hybride)
  • Gestion des exigences et gestion du changement
  • Excellente maîtrise du français, à l’oral comme à l’écrit

Atouts

  • Maîtrise en analyse d’affaires ou en gestion de projet
  • Certification Agile (PMI, Scrum, PO)
  • Expérience dans le milieu de la santé
