Who we are supporting

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Duties and Responsibilities

  • The Contractor’s personnel shall prepare, coordinate and deliver training iterations delivered at the NCI Academy in Oeiras, online, or at NATO and National Headquarters, as required. The service contractor is tasked to initiate the preparation of the environment upon confirmation of the course execution (normally six weeks prior the scheduled start date). The service contractor is responsible for liaising with stakeholders to plan and execute any preparation needed to deliver the course
  • Software version advancements may require updates to the existing training material. This activity is referred to as Course Availability and Maintenance (A&M) and ensures that training material remains aligned with the current software version, applicable procedures and training standards. Update under A&M to include but not limited to: - New screenshots added in training material - Presentations, student handouts and exercise worksheets are reflecting current versioning, procedures and training standards.
  • Install, configure and validate the specified NATO Functional Services (FAS) software on the agreed target systems, including required dependencies, configuration and basic testing.
  • Upgrade an existing application to the agreed version, including prerequisite checks, configuration migration, testing and post-upgrade validation.
  • Produce or update technical documentation covering the systems, configurations, procedures and troubleshooting information delivered under the SoW.
  • Training environment installation, update and maintenance shall be conducted in the NCI Academy Training Network (ATN), either on-site or remotely as directed by the Section Head or Task leader.

Essential Skills, Experience and Certifications

  • Fluent in English and must be able to read and write technical and user documentation.
  • Advanced knowledge of the following FAS system:
  • JTS, FAST System, INTEL-FS admin, LOGFAS, TOPFAS NCOP, ICC, combined with in-depth experience of course delivery towards user and operators of the system mentioned.
  • Deep knowledge and experience of NATO's doctrine and standards relevant to Common Operations
  • NATO CIS Technical Instructor or equivalent qualification preferred.
  • Knowledge on interoperability between C2FS FAS systems preferred.
  • Knowledge and experience with NATO Command Structure and NATO Force Structure..
  • Experience in stakeholder management and NATO exercise attendance.
  • Experience with development of technical documentation, training materials and instructional aids.
  • Experience working in an international environment with Military and Civilian elements.

Desirable Skills, Experience and Certifications

  • Knowledge and experience with NCI Agency
  • Knowledge of other FAS application used in NATO, platform engineering and data exchange.
  • Knowledge and experience with the NCI Academy
  • NATO CIS technical Course Developer or equivalent qualification.
  • Knowledge of and experience with other existing NATO C2 and Functional Services (MCCIS, LC2IS, Sitaware HQ, AIRC2is, etc.)
  • Operational experience to perspective the user courses to real world scenario
