Full Stack Software Engineer

Position Summary:

The Full Stack Software Engineer designs, develops, tests, and sustains features across the Hazardous Material Management System (HMMS) product line. The role supports a mission-critical platform for hazardous materials, waste, inventory, regulatory data, and reporting while modernizing both legacy and current components.

The engineer will build React and TypeScript interfaces, Java and Spring Boot services, REST integrations, and relational database components. This role is for someone who can independently deliver full-stack features, modernize legacy enterprise applications, work securely in a government-oriented environment, and use AI-assisted development tools responsibly.

Key Responsibilities:

  • Build, maintain, and modernize Java and Spring Boot applications, RESTful and SOAP services, microservices, system integrations, and deployments across Apache Tomcat and Oracle WebLogic using modular, maintainable architectures.
  • Develop responsive, accessible user interfaces using React, TypeScript, JavaScript, HTML, CSS, and reusable component libraries in accordance with applicable Section 508 and WCAG requirements.
  • Develop and optimize SQL queries, stored procedures, data models, schemas, migrations, integrity controls, persistence components, and Jaspersoft or JasperReports reporting services using Oracle or another enterprise relational database.
  • Apply secure coding practices to produce maintainable, well-documented code supported by automated testing, code reviews, vulnerability remediation, dependency upgrades, continuous engineering improvement, and responsible use of AI-assisted development tools with appropriate human review.
  • Diagnose and resolve software defects across the browser, service, application-server, integration, and database layers.
  • Collaborate with product, QA, architecture, DevOps, and engineering partners on technical design, estimation, implementation planning, code reviews, and documentation throughout the software development lifecycle.
  • Use Azure DevOps and Git-based workflows for source control, work tracking, pull requests, code reviews, builds, deployments, and release coordination.

Qualifications & Experience:

  • U.S. citizenship is required. Must be able to obtain and maintain a U.S. Government Common Access Card.
  • Three to five years of professional full-stack software development experience building React applications with TypeScript, JavaScript, HTML, and CSS and developing Java services with Spring Boot, Spring Framework, dependency injection, and RESTful APIs.
  • Bachelor’s degree in Computer Science, Software Engineering, Information Technology, or a related field, or equivalent professional experience.
  • Strong understanding of object-oriented programming, design patterns, exception handling, collections, concurrency, and multithreaded application behavior, with experience using Maven or a comparable Java build and dependency-management tool.
  • Experience with SQL, relational data modeling, and database-driven application development using Oracle or another enterprise relational database; Oracle and PL/SQL experience is beneficial.
  • Understanding of secure coding practices, common web application risks, authentication, authorization, session management, role-based access, and secure configuration, with experience developing automated unit and integration tests using JUnit, Mockito, Jest, React Testing Library, or comparable tools.
  • Experience using AI-assisted development tools to support software design, implementation, testing, debugging, documentation, and code review while applying appropriate security, privacy, and human-review practices.
  • Ability to troubleshoot across user interfaces, APIs, services, application servers, integrations, and databases and clearly communicate technical findings, implementation decisions, and recommended actions.
  • Experience with Git-based source control, pull-request workflows, CI/CD, work tracking, and platforms such as Azure DevOps in an Agile software development environment.

Core Technical Capabilities:

Frontend Engineering

  • React, TypeScript, JavaScript, HTML5, CSS, reusable components, and component frameworks such as Material UI.
  • React Testing Library and Jest; state management and API integration; responsive and accessible interface development; and micro-frontend or modular frontend architecture.

Backend Engineering

  • Java 8 or later; Spring Boot and Spring Framework; RESTful and SOAP services; microservices and service-oriented architecture; JSON and XML processing; authentication and integration services; and batch or scheduled workloads.

Database Development

  • SQL development, relational modeling, schema design, stored procedures, query optimization, transactions, migrations, data validation, and data-integrity controls.
  • Java persistence technologies such as JDBC, JPA, or Hibernate, with experience using Oracle, PostgreSQL, Microsoft SQL Server, MySQL, or another relational database and the ability to work effectively with Oracle and PL/SQL in the HMMS environment.

Development and Delivery Tooling

  • Azure DevOps, Git and pull-request workflows, Maven, CI/CD pipelines, and development environments such as IntelliJ IDEA or Visual Studio Code.
  • SonarQube or comparable code-quality tools, application and dependency vulnerability scanning, and Docker containerization.

What Success Looks Like:

End-to-End Engineering Delivery

Independently delivers secure, testable, and maintainable capabilities across React and TypeScript interfaces, Java and Spring Boot services, APIs, application servers, and relational databases. Modernizes legacy components, resolves complex cross-layer issues, and works across engineering disciplines to move features from design through release.

Professional Skills:

  • Applies sound engineering judgment with strong attention to code quality, security, performance, and maintainability across development and deployment environments.
  • Owns assigned features from design through release, independently resolves complex technical issues, communicates findings clearly, and works effectively across frontend, backend, database, QA, and DevOps disciplines.
  • Safely improves large, interconnected systems while balancing modernization with support for existing production capabilities.

Professional Skills:

  • Advanced experience modernizing complex legacy Java enterprise applications built with WebLogic, Tomcat, JSF, JSP, Servlets, Oracle middleware, or comparable technologies.
  • Advanced experience with Oracle or another enterprise relational database, including SQL, PL/SQL, schema versioning, migrations, data-access modernization, performance troubleshooting, and reporting platforms such as Jaspersoft or JasperReports.
  • Experience with dependency modernization, vulnerability remediation, framework upgrades, and tools such as Black Duck, SonarQube, or OWASP ZAP.
  • Experience applying AI-driven development lifecycle practices across planning, design, coding, testing, security review, documentation, and delivery using OpenAI Codex, GitHub Copilot, Microsoft Copilot, or comparable AI development tools.
  • Experience with Microsoft Azure services, federated identity technologies such as Okta, OpenID Connect, OAuth 2.0, or SAML, and system-to-system integrations using XML, JSON, messaging, or batch exchange.
  • Experience supporting software deployed into customer-managed or access-controlled environments.
  • Demonstrated success learning unfamiliar technologies and contributing across modern and legacy application architectures, including microservices and micro-frontends.
  • Experience developing, testing, and releasing native mobile applications for Android or iOS using Kotlin, Java, Swift, or comparable mobile development technologies.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
