The Strategic Systems Analysis Group (SSAG) supports government and private sector strategic planning, decision making, and program management. SSAG integrates deep client knowledge, advanced analytics, and subject matter expertise to provide timely and objective technical, operational, programmatic, acquisition, and policy analysis. SSAG is hiring for a full-time Technical Program Analyst at HQ USSTRATCOM, Offutt AFB, NE.

Responsibilities

The Technical Program Analyst serves as the primary technical lead for planning, executing, and evaluating test, demonstration, and experimentation activities supporting Nuclear Command, Control, and Communications (NC3) modernization and strategic deterrence missions. In this role, the coordinator develops comprehensive test concepts, experiment designs, and execution frameworks that enable robust assessment of prototype capabilities, cyber‑resilient communication pathways, and multi‑domain transport mechanisms across operationally relevant environments. The coordinator leads cross‑functional planning with United States Strategic Command (USSTRATCOM), Combatant Commands, Department of War organizations, and engineering and analytical teams to ensure test objectives remain aligned with modernization priorities and system‑of‑systems integration requirements.

The TPA oversees field preparation and on‑site execution activities, including instrumentation setup, data‑collection configuration, scenario development, prototype integration, and real‑time troubleshooting during test events. The role ensures that all data gathered during experiments meet analytical and modeling requirements and directly support validation of system performance, resilience, and mission relevance. The coordinator synthesizes test outcomes into high‑quality technical reports, experiment summaries, risk assessments, and senior leader decision‑support briefings, clearly linking findings to mission‑level impacts and modernization decisions.

As a senior TPA, the analyst represents test and experimentation activities in stakeholder engagements, working groups, and technical exchanges, ensuring alignment of activities across the enterprise. The coordinator also mentors junior analysts and field support team members, strengthening SSAG’s experimentation capability by contributing to the development of repeatable test frameworks, standard operating procedures, and best practices for continuous improvement.

Required Qualifications:

  • Must be a U.S. citizen and possess an active Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI) eligibility and eligibility for Nuclear Command and Control – Extremely Sensitive Information (NC2‑ESI), North Atlantic Treaty Organization (NATO), and Special Access Required (SAR) programs.
  • Must be able to work full‑time onsite at Offutt Air Force Base (AFB).
  • Bachelor’s degree in engineering, operations research, physical sciences, computer science, systems engineering, or a related technical field.
  • 6–10+ years of experience in test planning, prototype evaluation, experimentation, demonstration events, or field‑based technical coordination for Department of Defense or Department of War missions.
  • Experience supporting Nuclear Command, Control, and Communications (NC3) modernization, C3 experimentation, system‑of‑systems assessments, or cyber‑resilient communications testing.
  • Demonstrated ability to plan and execute field events, integrate prototype systems, coordinate multi‑stakeholder technical activities, and manage real‑time troubleshooting in operational environments.
  • Experience collecting, validating, and synthesizing technical and operational data, and producing high‑quality analytical reports, findings, and decision‑support briefings.
  • Strong organizational and communication skills, with experience coordinating across Combatant Commands, Service components, and mission partners.

Desired Qualifications:

  • Master’s degree in engineering, operations research, systems engineering, or related field.
  • Experience supporting experimentation for NC3, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems, or strategic deterrence missions.
  • Experience with modeling and simulation (M&S), digital engineering, or system‑of‑systems analysis to support experiment design and results interpretation.
  • Familiarity with cyber instrumentation, multi‑domain transport pathways, resilient communications architectures, and prototype integration.
  • Experience developing test frameworks, standard operating procedures, or experimentation methodologies.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
