Description de l'emploi ##

La Direction générale de la mobilité et des routes DGMR recherche un·e responsable du domaine Exploitation du SIERA.

Le Service intercantonal du réseau autoroutier SIERA est un établissement autonome de droit public, qui gère l'entretien courant des 300 kilomètres de réseau autoroutier des cantons de Fribourg, Genève et Vaud pour le compte de l'Office fédéral des routes OFROU.

Responsabilités ##

  • Participer à la gouvernance et au pilotage de l'établissement de droit public en tant que membre du collège de direction.
  • Diriger les activités du domaine Exploitation (entretien, projets, sécurité du réseau et des usager·ère·s, etc.) et coordonner les quatre centres d'entretien des cantons de Fribourg, Genève et Vaud. Gérer une équipe d-environ 140 collaborateur·trice·s, dont 6 rapports directs.
  • Piloter le développement du domaine et concevoir sa stratégie RH. Appuyer la direction et les cantons sur les dossiers clés.
  • Moderniser les outils, développer et harmoniser les processus et les procédures, tout en assurant la résolution des problématiques du terrain et en développant les synergies entre les centres d'entretien.
  • Optimiser l'utilisation des ressources financières dans le respect des règles (marchés publics, normes OFROU/VSS, SST et environnement).
  • Élaborer les contrats de prestation (OFROU et cantons), superviser les budgets, piloter le contrôle des coûts par produits et assurer les reportings techniques.
  • Représenter le domaine Exploitation en interne ou à l'externe des cantons de Fribourg, Genève et Vaud.
  • Assurer un appui au service de piquet, dans le contexte des organisations cantonales en cas de catastrophes ou de crises, et vis-à-vis de l'OFROU.

Qualifications ##

  • Diplôme d-ingénieur (ou équivalent) en génie civil ou tout autre domaine utile à la fonction.
  • Formation complémentaire (CAS) en management, un fort atout.
  • Au minimum 10 ans d-expérience dans le domaine de l'entretien d'infrastructures ou similaire. Une expérience dans la gestion d-entreprise ou d-une unité/d-un département, attendue (gestion stratégique, opérationnelle et financière).
  • Expérience d-au moins 5 ans dans la gestion d-équipe conséquente.
  • Bonnes connaissances des institutions et des cadres légaux cantonaux et fédéraux, ainsi que des normes techniques de son domaine.
  • Aisance et intérêt pour les outils digitaux, avec une approche orientée efficacité et amélioration continue.
  • Vision organisationnelle et transversale. Capacité à analyser, harmoniser et optimiser les procédures et processus existants.
  • Excellente communication et faculté d-organisation. Force de proposition et prise d-initiatives.
  • Bonne compréhension orale de l-allemand, attendue.
  • Permis de conduire (catégorie B) indispensable.
