The mission of the Texas Water Development Board (TWDB) is to lead the state's efforts in ensuring a secure water future for Texas. Our mission is a vital part of Texas' overall vision and the state's mission and goals that relate to maintaining the viability of the state's natural resources, health, and economic development.

The TWDB's main responsibilities are threefold: collecting and disseminating water-related data; assisting with regional water supply and flood planning that contributes to preparing the state water plan and state flood plan; and administering cost-effective financial programs for constructing water supply, wastewater treatment, flood control, and agricultural water conservation projects.

GENERAL DESCRIPTION

Performs highly complex (senior-level) work administering the daily operations and activities of the Application Development Team. Work involves establishing goals and objectives for the Application Development Team staff. Develops guidelines, procedures, policies, rules, and regulations. Develops schedules, priorities, and standards for achieving established goals. Coordinates and evaluates the Development Team activities. Develops and evaluates budget requests. Monitors budget expenditures. Plans, assigns, and supervises the work of others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. Reports to the Director of the Application Development Department.

ESSENTIAL JOB FUNCTIONS

  • Assists in overseeing and managing project activities within the team, providing technical direction and guidance.
  • Assists the Application Development Director to ensure that system development processes and procedures are developed and followed, including procedures for project management and software development lifecycle methods.
  • Ensures that all Information Technology division rules and requirements are followed, including rules for websites and the project delivery framework.
  • Interacts with customers at various levels and establishes exceptional customer service through rapid response to issues.
  • Assists the Application Development Director in evaluating emerging software technologies, determining the selection of commercial off the shelf versus custom application software.
  • Assists the Application Development Director in assuring that projects, applications, and resources are aligned with the agency's business goals and objectives.
  • Assists the Application Development Director in assuring that the agency is in compliance with applicable statutes, rules, and regulations.
  • Provides effective leadership and management of the Development Team.
  • Manages all project activities within the Development Team, providing technical direction and guidance.
  • Monitors and reports Development Team work activities.
  • Assists the Application Development Director in the authorization of department hiring, separations, disciplinary actions, and employee performance rewards.
  • Assigns job duties, conducts performance evaluations, clarifies roles and responsibilities, and monitors and measures performance against goals.
  • Evaluates the Development Team performance and recommends and leads improvements.
  • Supports the Development Team administrative requirements related to organization, budget, and personnel.
  • Ensures the provision of quality customer service from the Development Team to all stakeholders.
  • Manages the performance of direct reports, to include timely completion of performance appraisals, and follow-through on disciplinary actions as needed.
  • Maintains confidential and sensitive information.
  • Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency's records retention procedures and schedule.
  • Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
  • May be required to operate a state or personal vehicle for business purposes.
  • Performs other duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS

  • Graduation from an accredited four-year college or university with a bachelor's degree in Computer Science, Information Technology, or a related field.
  • Seven years of relevant experience managing software development teams.
  • Five years of progressive experience as a software developer using .NET Framework or Open-source technologies.
  • Relevant education and experience can be substituted for each other on a year-for-year basis.

PREFERRED QUALIFICATIONS

  • Experience in Information Technology with a State of Texas agency.
  • Experience developing, deploying and supporting modern applications in AWS or Azure Cloud environment.
  • Experience with CI/CD practices, automated testing, observability, and operational readiness for production software systems.
  • Knowledge of Geographic Information Systems and ESRI software.
  • Certified Project Management Professional (PMP) or Scrum Master (CSM).

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)

  • Knowledge of local, state, and federal laws and regulations relevant to the Application Development Team.
  • Knowledge of the principles and practices of public administration and management.
  • Knowledge of the Software Development Life Cycle (SDLC).
  • Knowledge of project management methodologies.
  • Knowledge of Azure DevOps or GitHub.
  • Knowledge of relational databases.
  • Knowledge of current versions of Microsoft SQL Server or PostgreSQL.
  • Knowledge of current versions of Microsoft Windows Server or Linux.
  • Skills in using Microsoft Office programs such as Word, Excel, and Access.
  • Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
  • Skills in providing excellent customer service.
  • Skills in leading meetings and facilitating collaboration with others.
  • Skills in decision making and problem solving.
  • Ability to maintain the security or integrity of critical infrastructure within Texas.
  • Ability to meet agency in-office requirements.
  • Ability to develop and lead multi-disciplinary teams to achieve established objectives.
  • Ability to initiate/manage multiple projects or assignments in a deadline-oriented environment.
  • Ability to plan and oversee projects so that they are completed on time, within budget and meet customer requirements.
  • Ability to interact and communicate technical information effectively with a wide variety of customers and other stakeholders.
  • Ability to lead the design; development, including coding; and maintenance of Internet and Intranet web pages and applications.
  • Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines.
  • Ability to make mature, objective decisions and identify areas of potential problems.
  • Ability to perform effectively and willingly when changes occur in scope and nature of the work and work environment.
  • Ability to perform routine and non-routine work assignments accurately and on-time with little or no supervision.
  • Ability to perform assigned duties and improve work habits and/or output.
  • Ability to complete assigned work, on time, neatly and in order with infrequent errors.
  • Ability to complete tasks and projects in a timely manner and persists until tasks are completed.
  • Ability to interpret policies, procedures, and regulations.
  • Ability to provide prompt, courteous and accurate assistance and clear and concise communication to agency staff, as well as to employees of other political entities and the public both verbally and in writing.
  • Ability to work with others in a team environment and cooperate with supervisors, co-workers, and others.
  • Ability to manage multiple tasks and schedule work in order to maintain regular progress on assignments and meet deadlines.
  • Ability to stand/sit/move to perform activities such as retrieve/replace files in a large file system for boxes up to 30 lbs.
  • Ability to operate a vehicle (state or personal) for state business and maintain a driver's license and driving record that complies with state and agency requirements.
  • Ability to work shifts that may exceed 8 hours, including early mornings, nights, and weekends.
  • Ability to train others.
  • Ability to assign and/or supervise the work of others.
