Position Summary

Reporting to the Director of Strategic Intelligence and Pipeline, the Market Intelligence Analyst is responsible for generating high-quality leads and producing the external market insight required to build tomorrow's pipeline.

The postholder will proactively identify and assess potential opportunities through commissioner and funder intelligence, policy and procurement scanning, competitor analysis and market sizing. The role will turn external signals into clear lead briefs and actionable intelligence for Growth, Opportunity Management and senior decision-makers.

Key Responsibilities

Lead Generation & Early Opportunity Identification

Generate a continuous flow of credible, evidence-based leads across priority sectors, services and geographies. Identify opportunities early enough to support market shaping, relationship development and organizational readiness.

  • Proactively scan target markets for new contracts, funding streams, grants, frameworks and adjacent growth opportunities.
  • Monitor procurement portals, prior information notices, funding announcements, market engagement activity and published commissioning plans.
  • Create and maintain a forward-looking opportunity radar, including expected value, timing, buyer, route to market and source evidence.
  • Prepare initial lead briefs and assess strategic relevance, accessibility, maturity and next actions.
  • Route viable leads to the Director and relevant Growth leaders for screening, ownership and progression into the enterprise pipeline.
  • Track the conversion of intelligence-generated leads into qualified opportunities and use outcomes to improve lead-generation activity.

Commissioner & Funder Intelligence

Build a current, practical understanding of commissioners, funders and procurement bodies to strengthen lead generation and market positioning. Translate published priorities, budgets and commissioning intentions into clear implications for growth.

  • Research commissioner and funder strategies, priorities, budgets and future commissioning intentions.
  • Develop and maintain profiles of priority commissioners, funders and procurement authorities.
  • Track consultations, market engagement events, pipeline publications and recommissioning cycles.
  • Provide targeted intelligence to support Executive Directors with market-shaping and relationship activity.

Policy, Funding & Procurement Scanning

Monitor external developments that may create, accelerate or constrain future opportunities. Provide concise alerts and analysis so the organization can respond to policy change, new funding and procurement reform.

  • Monitor relevant policy, legislative, regulatory, economic and funding developments across priority jurisdictions.
  • Assess the likely impact of external changes on demand, commissioning models and market accessibility.
  • Maintain procurement and funding calendars for priority markets and service areas.
  • Issue timely alerts on material developments, approaching deadlines and emerging opportunities.
  • Maintain source records and evidence trails for material intelligence.

Market Assessment & Sizing

Produce evidence-based assessments of market size, attractiveness and accessibility. Support decisions on where to invest, enter, monitor or deprioritize by combining external evidence with clear analysis.

  • Conduct market sizing using available public, commercial and internal sources.
  • Assess growth drivers, customer demand, funding outlook, barriers to entry and route-to-market considerations.
  • Support market-entry, geography and service-line assessments.
  • Compare opportunities and markets using agreed attractiveness and strategic-fit criteria.
  • Present findings in concise market maps, briefing papers and recommendation summaries.

Competitor & Ecosystem Intelligence

Maintain a fact-based view of competitors, incumbents, partners and market movements. Identify threats, gaps and partnership possibilities that strengthen opportunity strategy and competitive positioning.

  • Research competitor portfolios, contract awards, partnerships, acquisitions and observable strategic activity.
  • Develop and maintain competitor and incumbent profiles for priority markets.
  • Monitor new entrants, market disruptors and relevant partner ecosystems.
  • Identify market gaps, likely competitive pressure and potential areas of differentiation.
  • Provide early competitor intelligence to Growth, Opportunity Management and the Bid & Proposal Centre of Excellence.

Intelligence Products & Knowledge Management

Convert research into accessible, decision-ready products and maintain a reliable intelligence knowledge base. Ensure outputs are current, traceable and focused on actions and implications.

  • Produce regular intelligence bulletins, opportunity alerts, market briefs and executive summaries.
  • Maintain organized repositories for markets, commissioners, funders, procurements and competitors.
  • Apply agreed research, sourcing, confidentiality and quality standards.
  • Respond to priority research requests and clearly distinguish fact, interpretation and assumption.
  • Contribute intelligence to win/loss reviews and continuously improve sources, tools and methods.

Requirements

Experience & Education

  • Bachelor’s degree in finance or accounting
  • Experience in market research, business intelligence, commercial analysis, lead generation or business development.

Knowledge & Skills

  • Demonstrable ability to identify opportunities from policy, funding, procurement and market information.
  • Strong analytical, research and problem-solving capability, with careful source validation.
  • Excellent written communication and the ability to produce concise, decision-ready briefings.
  • Confident use of Microsoft Excel, online research sources and information-management tools.
  • Ability to prioritize competing research requirements and work independently to deadlines.

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
