Job Description

Position Summary:

The Assistant Manager plays a central leadership role in advancing the goals of the Career Mobility Action Plan (Career MAP), an innovative workforce development initiative launched by the DC Department of Human Services (DHS). Working under the direction of the Program Manager, the Assistant Manager oversees daily program operations and helps ensure that services are delivered consistently, contractual goals are achieved, and participants receive high-quality, coordinated support between the Navigation team and the support team.

This position provides direct supervision, coaching, and accountability to the Supervising Navigator and other assigned staff while coordinating the work of Navigation, workforce development, resource coordination, and related program functions. The Assistant Manager translates program strategies, contractual requirements, and leadership priorities into clear operational expectations and supports staff in carrying them out successfully.

Operational Leadership & Program Implementation

  • Support the Program Manager in overseeing daily Career MAP operations and ensuring program activities align with contractual requirements, DHS expectations, Fedcap policies, and established service standards.
  • Translate program strategies, contractual requirements, and leadership priorities into clear operational expectations, workflows, assignments, and performance standards for supervisors and frontline staff.
  • Coordinate day-to-day operations across Navigation, workforce development, resource coordination, and other assigned program functions to ensure services are timely, integrated, and responsive to participant needs.
  • Assist with the implementation, evaluation, and continuous improvement of operational systems and procedures related to participant flow, service delivery, outcomes tracking, program evaluation, staff assignments, use of space, and allocation of program resources.
  • Identify workflow barriers, operational risks, service gaps, and emerging program needs and collaborate with the Program Manager to develop and implement practical solutions.
  • Monitor the execution of new initiatives, procedures, tools, and special projects to ensure assigned activities are completed accurately and within established timeframes.
  • Maintain consistent communication with the Program Manager regarding operational performance, staffing needs, participant concerns, quality issues, and risks that may affect program outcomes.
  • Provide designated leadership and operational coverage in the absence of the Program Manager, escalating significant contractual, personnel, safety, or participant-related concerns to the appropriate leadership.

Supervision & Staff Development

  • Provide direct supervision, coaching, and performance oversight to Supervising Navigator and other assigned program staff.
  • Ensure supervisors establish clear expectations, provide consistent staff supervision, and hold their teams accountable for participant engagement, service delivery, documentation, milestone achievement, and contractual outcomes.
  • Conduct regular individual and group supervision meetings to review staff performance, team outcomes, complex cases, operational challenges, professional development needs, and progress toward established goals.
  • Motivate staff and maintain a high-energy, highly accountable, team-based environment that supports professional growth, collaboration, innovation, and timely completion of program responsibilities.
  • Assist with staff onboarding, training, performance evaluations, professional development planning, recognition, and corrective action processes in coordination with the Program Manager and Human Resources.
  • Identify individual and team development needs and coordinate targeted coaching, training, technical assistance, and follow-up support to strengthen performance.
  • Promote consistent application of program policies, procedures, supervisory practices, and service standards across teams.
  • Provide direct supervision or operational support to frontline staff during supervisory vacancies, extended absences, periods of increased workload, or other circumstances requiring additional management coverage.

Professional Standards & Team Collaboration

  • Collaborate with the Program Manager, Supervising Navigator, specialized staff, frontline employees, and external partners to maintain a coordinated and participant-centered service environment.
  • Exercise sound judgment, discretion, professionalism, and accountability when handling personnel matters, participant concerns, confidential information, and operational decisions.
  • Observe all Fedcap and DHS policies, procedures, protocols, confidentiality requirements, and professional standards.
  • Attend and complete all required trainings, certifications, meetings, and professional development activities as scheduled.
  • Contribute to a workplace culture grounded in respect, cultural humility, collaboration, accountability, continuous learning, and excellence.
  • Maintain accurate and timely completion of all assigned reports, spreadsheets, documentation, approvals, and administrative responsibilities.
  • Perform other related duties and special projects as assigned. This job description is not intended to contain a comprehensive listing of all activities, duties, or responsibilities required of the position.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
