Position Overview: The Municipal Enforcement Officer is responsible for enforcing parking regulations related to paid parking and residential permit parking by issuing warnings and tickets for parking violations, conducting minor maintenance of pay machines, administering unpaid parking violations and responding to parking complaints in the downtown area. This role assists residents, business and visitors by providing information, wayfinding, and assistance in the use of parking equipment and technology. Municipal Enforcement Officers are highly visible in the community and act as both enforcement officers and ambassadors for the town while conducting lengthy foot patrols (20,000+ steps per shift) throughout the year in various inclement weather conditions. This position helps advance a safe multi-model shift in the community while providing a high level of service to residents, businesses and visitors. Core Accountabilities: Enforce Parking Regulations
Issue warnings and citations for parking violations in compliance with municipal bylaws and legislation Conduct foot patrols throughout the downtown area to identify and address non-compliant parking Document violations accurately and enter data into municipal systems for tracking and enforcement Investigate parking complaints from residents and businesses with professionalism and integrity
Manage Parking Equipment and Systems
Perform minor maintenance on pay parking machines to ensure operational functionality Assist residents, businesses, and visitors with parking equipment operation and technology questions Maintain accurate records of equipment issues and service requests
Administer Parking Compliance
Process unpaid parking violations and coordinate follow-up actions Interpret and apply residential permit parking regulations fairly and consistently Maintain organized documentation and databases to support compliance tracking
Serve as Community Ambassador
Provide wayfinding assistance and parking information to support positive visitor experiences Conduct lengthy foot patrols in varying weather conditions while maintaining professional visibility Communicate respectfully with the public to build trust and advance community wellness Demonstrate integrity and respect in all interactions to reflect organizational values

Education, Experience & Certifications Required
High School Diploma or equivalent Experience in a customer-facing, enforcement, or public service role Proficiency in operating computer systems and learning municipal software applications Ability to communicate clearly and professionally with diverse interest holders, including residents, businesses, and visitors Physical capability to conduct long duration foot patrols per shift in varying weather conditions Knowledge of municipal bylaws and parking regulations, or demonstrated ability to learn and apply them accurately Strong organizational and documentation skills to maintain accurate records and data entry Experience managing conflict, proven Negotiation/Mediation skills Basic skills with MS office and database entry Ability to interpret legislation and municipal bylaws Valid Alberta driver's license
Preferred/Asset
Formal training in Conflict Resolution (e.g., Verbal Judo or Customer Service & De-Escalation) Experience in municipal enforcement, bylaw compliance, or parking management Certification in conflict resolution or de-escalation techniques Familiarity with parking management systems or municipal technology platforms First Aid/CPR certification Experience working in a downtown or high-traffic community environment Knowledge of accessibility standards and inclusive customer service practices Previous experience with obtaining compliance in an enforcement or safety role such as lifeguard, security, or parking compliance/enforcement
Salary & Benefits
