JOB SUMMARY The Waste Management Foreman is responsible for the supervision and coordination of skilled and un-skilled employees engaged in the collection of refuse and yard debris/Construction and Demolition (C&D) material in accordance with established standards and routes. ESSENTIAL JOB FUNCTIONS:
Assigns workers to crews, vehicles, and routes; assists when needed Ensures that all refuse/C&D material along assigned routes is collected without injury to personnel or damage to equipment/property Make periodic inspections throughout the Town to observe progress of crews Advises the Waste Management Division Chief on all pertinent issues as necessary to include modifications to existing collection routes and establishing new routes Ensures residents abide by Town sanitation ordinances/regulations Conducts training for employees in the safe operation of vehicles and equipment. Observes and enforces all Occupational Safety and Health Administration (OSHA) regulations that apply to the division. Initiates disciplinary action when safety procedures are violated. Ensures that all trucks are maintained in a satisfactory condition. Oversees the performance of routine maintenance and minor repairs to Waste Management Division equipment Receives and responds to service requests and work orders. Conducts data entry and utilizes department approved software to track service requests and work orders.
Makes determinations or recommendations on administrative issues including counseling, disciplinary actions, and performance evaluations.
Interacts with the public on a daily basis May be required to obtain and maintain professional certifications May assume the duties and responsibilities of the Waste Management Division Chief in his absence Performs other duties as required
MINIMUM REQUIREMENTS TO PERFORM WORK:
High School Diploma or GED, and five (5) years prior work experience Or equivalent combination of education and experience Valid South Carolina Driver’s license Commercial Driver’s License (CDL)
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of principles, practices and techniques of waste management collection and transportation Ability to establish effective working relationships with employees Ability to lead personnel with various levels of experience and education Ability to manage multiple tasks in a detailed and accurate manner Ability to implement department policies and procedures including safety practices and techniques; Ability to deal with members of the public in a tactful manner Ability to utilize department approved software for tracking service requests and work orders Skill in all forms of verbal and written communication Knowledge of applicable state and federal laws and regulations pertaining to the Division. Knowledge of safety regulations pertaining to the work of the Division Knowledge of office software (word processing and spread sheet applications)
PHYSICAL REQUIREMENTS: The work requires intermittent physical strength and effort daily, such as, lifting heavy objects (up to 50 lbs.), carrying the objects(s) and stacking them or placing them in a vehicle or storage area. In addition, pulling, pushing, standing, or walking for the full workday may also be involved. Employee must have adequate hearing and visual capability in order to perform this job safely. A great deal of physical effort must be exerted at this level. Travel, particularly during adverse weather conditions and troublesome road conditions and at times during the evening, is required. WORK ENVIRONMENT: The work environment involves involve exposure to intermittent machine or related noise or a combination of unpleasant elements such as odors, chemical fumes, dust, smoke, heat, cold, oil, dirt or grease. Work is continually performed outdoors, regardless of weather conditions. The employee will work around machinery and its moving parts. Employee will be required to work beyond normal business hours in response to natural disasters, emergencies, and Town special events. The employee is on call in order to support Town efforts.
