Candidates must live within a reasonable commuting distance of the communities served by Travis Credit Union, which include the following counties: Alameda, Colusa, Contra Costa, Merced, Napa, Placer, Sacramento, San Joaquin, Solano, Sonoma, Stanislaus, and Yolo. For hybrid and remote roles, candidates are still required to reside within a commutable distance of our corporate headquarters in Vacaville, California.

Schedule: Monday-Friday, Exempt/Hybrid.

Summary: Travis Credit Union’s Central Operations Management team provides strategic leadership and oversight of 14 million transactions worth $19B annually of wires, check, and ACH, ensuring seamless execution of daily operations that directly impact member experience and institutional success. This role is responsible for driving operational efficiency, maintaining regulatory compliance, and mitigating risk across all transaction channels—including branch, digital, ATM, records retention, and document imaging.

The team manages critical functions such as inbound and outbound check and image processing, ACH, and wire transfers, serving as a backbone of transactional integrity and service excellence. Through proactive leadership and cross-functional collaboration, Central Operations plays a vital role in supporting the mission and operational success of TCU and its members.

Profile:

  • Leads, trains, evaluates, coaches, professionally develops and motivates staff to attain department goals. Sets and monitors performance goals. Promotes a work environment that encourages involvement, initiative and teamwork. Builds career development paths for assigned staff.
  • Oversees daily operations while driving process improvements, automation initiatives, technology implementations, and strategic projects that enhance efficiency, accuracy, scalability, and member service to ensure all departmental tasks are executed efficiently, with member service as the top priority.
  • Attends and contributes to committee meetings as required. Manages departmental budget and identifies cost-saving opportunities.
  • Responsible for data analysis to improve operational efficiencies such automation vs manual processes, adhering to time-based transactions.
  • Leads fraud detection, investigations, alert monitoring, and dispute resolution activities related to ACH, wire, and check transactions to protect member assets and ensure regulatory compliance.
  • Resolves complex member issues, transaction exceptions, and escalated operational matters.
  • Drives the evaluation, selection, and implementation of new technologies and process automation solutions to improve operational efficiency, enhance accuracy, reduce risk, and support scalable growth.
  • Administers system implementations and ensure effective training and adoption across the department.
  • Directs change management to implement new technologies, regulatory updates, and process enhancements; communicate changes and ensures adoption.
  • Serves as a subject matter expert and ensures adherence to applicable rules and regulations (e.g., NACHA, FedNow, OFAC, etc.) and internal policies; prepares for and supports audits/exams.
  • Manages vendor relationships related to check, wire, and ACH platforms, and ensures SLAs are met and issues are promptly addressed.
  • Provides leadership and oversight of records management, document imaging, information governance, retention administration, and records lifecycle activities.

Reporting and Experience:

  • Reports directly to AVP, Member and Deposit Operations.
  • Provides leadership, motivation, and professional development to staff across multiple
  • Direct supervisory responsibilities for assigned supervisors. Overall supervisory responsibilities for the Central Operations staff.
  • Additional responsibilities:
  • Provides strategic leadership and oversight for Deposit Operations functions, ensuring efficient, accurate, and compliant delivery of services across multiple operational teams.
  • Leads, develops, and mentors supervisors and staff, fostering a culture of accountability, engagement, continuous improvement, and professional growth.
  • Ensures department-wide compliance with applicable regulations, including NACHA, Reg E, Reg CC, Reg D, Reg DD, and other regulatory requirements, while maintaining strong internal controls and audit readiness.
  • Directs process improvement, automation, and operational efficiency initiatives to enhance service quality, scalability, and organizational effectiveness.
  • Oversees vendor and third-party relationships, ensuring service levels are achieved, risks are managed, and operational issues are resolved effectively.
  • Leads system implementations, technology enhancements, and enterprise projects, serving as a subject matter expert for operational processes and solutions.
  • Develops, implements, and maintains departmental policies, procedures, and operational standards in partnership with cross-functional stakeholders
  • Oversees departmental budget planning, resource allocation, and expense management while identifying cost-saving and operational improvement opportunities.
  • Utilizes data analysis, reporting, and performance metrics to drive strategic decision-making, operational effectiveness, and continuous improvement efforts.
  • Collaborates with executive leadership, business partners, committees, and governance groups to support enterprise initiatives, organizational goals, and member experience objectives.
  • Bachelor’s degree or equivalent work-related experience.
  • Minimum of 10 years of experience in financial services, or customer service, operations or a related role.
  • Minimum 5 years of experience in supervisory or leadership roles.

Compensation: Manager, Central Operations: Grade 20 - Exempt $127,712.00 – $157,768.00.
